This cooperation follows the foundational work of the EU–Tunisia Institutional Twinning project (2022–2024). While the Twinning set the vision and strategic framework for a more efficient CNRPS, the SOCIEUX+ action—launched in June 2025—acted as the technical engine for implementation and for translating these orientations into daily institutional operations. Over the course of four key activities, the collaboration focused on a fundamental pillar of modern public administration: risk management and internal control.

SOCIEUX+’s mobilised public experts and CNRPS staff developed a comprehensive institutional risk map, a dedicated management plan with criticality matrices, and a Internal Control Development Program (PDCI). The results are tangible. The Fund now operates with toosl that align with the global benchmarks set by the International Social Security Association (ISSA).

For the CNRPS, this technical shift represents a broader commitment to transparency and service quality for the thousands of Tunisian public agents who rely on the Fund.

Reflecting on the impact of the collaboration, Dorsaf Ayadi, Director of the Communication and International Relations Office at CNRPS, stated:

Impact and sustainability

To ensure the longevity of these reforms, the final stage of the action focused on a “Train the Trainers” module. This ensures that the newly developed Internal Control Development Program can be disseminated across all CNRPS departments. By improving organizational efficiency and internal monitoring, the CNRPS is now better positioned to provide high-quality, transparent services to the citizens of the Tunisian public sector.

The SOCIEUX+ Approach

This mission was carried out through the SOCIEUX+ peer-to-peer approach, which facilitates the exchange of knowledge between public experts from EU Member States and their counterparts in partner countries. By mobilizing specialized expertise on a short-term basis, SOCIEUX+ provides flexible, demand-driven support that strengthens institutional capacities and promotes resilient social protection and employment systems worldwide. This specific action illustrates the high added value of combining long-term EU cooperation tools, like Twinning, with the agile, peer-led technical assistance provided by SOCIEUX+.
