- In the context of Montenegro’s EU accession process and ongoing negotiations under Chapter 2 – Freedom of movement for workers, the Ministry of Labour, Employment and Social Dialogue and the Employment Agency of Montenegro requested SOCIEUX+ support to strengthen institutional, technical and governance capacities required for participation in the EURES network. Through a peer-to-peer exchange with experts from Croatia, Sweden, the Netherlands and Slovakia, SOCIEUX+ supported the Partner Institutions in identifying institutional and technical gaps, developing a roadmap for aligning the national occupational classification with ESCO, and defining the structure and requirements for a National EURES Portal. The cooperation resulted in a ESCO alignment roadmap and a concept design of the portal, including data architecture and governance arrangements. The action directly contributed to the negotiation of Chapter 2 – Freedom of movement for workers, particularly in the areas of EURES integration, labour mobility governance. These outputs provide a structured basis for EURES integration and support Montenegro’s alignment with EU labour mobility requirements.

- The action was articulated in three activities to support to the Colombian Public Employment Service (UAESPE) to provide quality support and services to the employers and entrepreneurs in order to better match labour market demand and labour supply. The mobilized experts came from France and Spain. The first activity resulted in a detailed diagnosis of service delivery and organization. Secondly, a training session for UAESPE’s business managers led to a better understanding of the minimum standards of intermediation services, with particular attention to challenges deriving from the diversity of the profiles of jobseekers. Finally, UAESPE had to establish a communication plan; experts provided guidance on how to create a brand image and how to formulate strong messages for key audiences. Additionally, indicators to measure the impact of media campaigns and other communication initiatives were developed.
