SOCIEUX+ in Mexico: Prevention of Bullying in Schools

After more than 10 years of experience acting against school bullying, the Spanish region of Castilla y León has made significant progress in this fight, developing many successful techniques. In 2017, as part of SOCIEUX+, public education experts from the Department of Education of Castilla y León (Spain) travelled to Mexico to provide first-hand insights to their colleagues at Sistema Nacional por el Desarrollo Integral de la Familia (SNDIF) and local stakeholders.

While there, they developed a monitoring and evaluation system to assess the implementation of Mexico’s National Strategy for the Prevention of Bullying in Schools. This included defining a set of relevant indicators to measure, record and evaluate school bullying, as well as ways to promote training to detect and intervene in bullying behaviour. The creation of a national observatory that would strengthen anti-bullying efforts at the highest levels was also discussed.

SOCIEUX+ is a technical assistance facility set up and co-funded by the EU through the European Commission Directorate for Development and Cooperation (EuropeAid) and the governments of France, Spain, and Belgium. It is implemented by four partners: Expertise France, the implementation partnership lead; the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP); Belgian International Cooperation on Social Protection (BELINCOSOC); and, Belgium Technical Cooperation (BTC). Conceived as a flexible and highly targeted instrument of technical cooperation, SOCIEUX+ provides expertise in the fields of social protection, labour and employment, undertaking short-term actions to quickly address partner countries’ priorities and needs. Best practices, experiences and knowledge are shared in a peer-to-peer approach, such as this activity.
