- To better implement the national policies on youth employment, the National Employment Authority (NEA) solicited SOCIEUX+ cooperation to support them to create a pilot one-stop-shop in employment services for youth in Thika, that could be replicated nation-wide in case of success. This SOCIEUX+ action focused on developing a strategy to set up this pilot one-stop-shop by first realizing a diagnostic of the National Employment Authority (NEA) for the establishment of Thika’s one-stop-shop, focused on youth, then by jointly developing an operational strategic plan for the creation of the pilot one-stop-shop in Thika. The 3rd activity focused on developing a toolkit on youth counselling activities for job counsellors in Thika. The action mobilized Belgian and Swedish expertise.

- The National Employment Agency (ANOFM), the public employment service of Moldova, seeks to provide better and more specialized support to young people who are not in education, training, or employment (NEET), a big and particularly vulnerable group far from labor and often missed by public services, who need a targeted approach and tailor-made accompaniment. As a result of the joint action of SOCIEUX+ and ANOFM first, the assessment was conducted concerning the situation in Moldova and the needs of the ANOFM to reinforce the services provided to this group of users, then some tools were proposed, with a specific focus on coordination mechanisms to ensure global comprehensive accompaniment of beneficiaries, and on operational work of job counsellors via capacity building sessions. At all stages of cooperation, EU good practices were shared by the experts from Belgium, Latvia, France, and Sweden and discussed from the point of view of their relevance for Moldova context.

- This ambitious action, in partnership with the Department of Continuing Professional Training of the government of New Caledonia, is at the crossroads between employment of young and vulnerable persons, limiting rural exodus, climate resilience and food self-sufficiency. The goal of this action was to elaborate a need-based strategy to support agroecological value-chains, by encouraging traditional know-how and acquired skills of members of the Kanak communities and leveraging on traineeship opportunities for women and youth. Experts from Belgium and France produced a thorough diagnosis of the governance of the agroecological sector, a mapping of ongoing green economy projects in place, an action plan to promote green jobs, and a skills reference system for young rural workers to have better access to trainings in agroecology.

- The online conference « Les soft skills : un enjeu stratégique pour développer l’employabilité des jeunes » organized by the National Agency for Employment of Togo together with SOCIEUX+ and the YouMatch Global Initiative on innovative employment services for youth funded by German cooperation agency GIZ gathered more than 80 participants from 15 African and EU countries to discuss how soft skills – or life skills and competences that are necessary to enter, to maintain and/or change employment, but that cannot be confirmed by formal working experience or diplomas (unlike technical skills) – are changing the labour market of the future and how public employment services can take the advantage of this emerging concept to reinforce the employability of vulnerable groups, including young people, rural population of women. Experts from France mobilized by SOCIEUX+ presented their expertise together with their peers from African Countries.

- The Action responded to the partner’s need to have available strategies and practices apt to enhance entrepreneurship’s skills through training to young entrepreneurs. Experts from Belgium and France assessed the existing entrepreneurship support ecosystem and defined of a roadmap for setting up comprehensive training services for young entrepreneurs and training of trainers/coaches. The further activities were dedicated to jointly build training modules of the curriculum in entrepreneurship, and to deploy a 5-days training of trainers on entrepreneurship for the partner’s agents.

- The Ministry of Youth, Vocational Training and Integration of Burkina Faso requested the assistance of SOCIEUX+ for organizational matters and to improve staff capacity, through the setting-up of a capacity building plan aimed at professionalizing the staff of different departments. Experts from Belgium and France progressively addressed the issue in the course of four activities, engaging the partner’s key staff in the elaboration of a training plan that addresses the needs and gaps identified by the partner institution’s staff.

- The request from the Ministry of Labour and Social Security (MTSS) of Uruguay focused on developing knowledge and skills for the promotion of green jobs for young people, identifying tools and good practices for their incorporation into the policy and organizational arrangements of the MTSS, of local governments, of the related directorates/regional offices and other agencies working at the promotion of green jobs’ opportunities for young people. The SOCIEUX+ intervention was part of the PAGE Uruguay Program, to which the ILO participates. Experts from Belgium and the Netherlands supported the deployment of two distinct workshops on Green employment strategies for young people, sharing experiences mainly of EU countries. The action gave the MTSS the opportunity to advance policy dialogue and create synergies with other ministries (Education and Industry) in view to improve the circular economy and to promote green jobs among the youth, though adapted curricula and vocational training.

- The action served the purpose of increasing the efficiency and visibility of the Guinea’s Agency for Employment Promotion (AGUIPE) in order to enable it to address the high rate of youth unemployment, especially among the graduated youth and those who benefitted from vocational education and training (VET). Two initial activities allowed French experts to carry out a systemic and organizational diagnosis of AGUIPE and to formulate recommendations in order to strengthen, develop and diversify AGUIPE's services. Finally, experts from Belgium and France have assessed the digital tools available to AGUIPE to promote its role and the services provided, particularly the website and the use of digital media as vehicle of communication towards large constituencies.

- The Instituto para la Economia Social (IPES) of Bogotá provides care and attention to informal street vendors. This action served the purpose of setting up tools for the design, the management and the follow-up of policies related to training, work and employment of informal street vendors. French experts first assessed IPES’ current programme in favor of street vendors, including orientation counselling, vocational training, training on merchandising. Recurrent problems were identified, and assessment results presented and discussed with the partner and its teams. A set of preliminaries recommendations was formulated. Specific attention was given to evaluate the actions aimed at promoting entrepreneurship among street vendors.
