    The East and Central Africa Social Security Association (ECASSA) brings together social security entities in the African subregion. Through its partnership with SOCIEUX+, it aimed to deploy a set of training modules intended to upgrade the skills and competences available to staffs of the constituent organizations, on a number of relevant managerial and topic-related themes. A single training on “Human Resource Management for Non-Human Resource Managers” was delivered by experts from Belgium, with the participation of the ECASSA organizers and 10 relevant resource-persons of ECASSA member institutions. A compendium of 17 presentations has been made available by the experts to all participants of the training, and to ECASSA, which has further disseminated them among the larger membership.

    Description
    The action was instrumental to present to the Ministry of Empowerment, Social Welfare, Youth, Women and Children of Zanzibar a relevant European experience in establishing and managing Universal Social Pensions. Experts from Germany, the Netherlands, South Africa and Spain provided technical advice on what is affordable for Zanzibar in relation to its policy, fiscal, and demographic environment. They particularly focused on the information management system needed to deploy a social pensions scheme. They helped to draft an implementation plan, then supported the development of a project proposal and the technical specifications needed to develop a management information system.

    Description
    The Action supported the Ministry of Empowerment, Social Welfare, Youth, Women and Children of Zanzibar in the roll-out of the MIS system for social pensions in Zanzibar (Pemba and Unguja). Experts from Germany and Spain provided technical advice and quality assurance, and ensured, with the participation of the UNICEF country office, that all actors achieved their tasks in due time. The main contribution of the experts was to keep the process on the right track, both in terms of technical requirements and implementation pace.
