    The Edo State Skills Development Agency (EdoJobs) is a regional agency set up by the Edo State Government to support the creation of employment opportunities, job matching and skills reinforcement of the state population. This action, implemented remotely, contributed to the improvement of the services provided by EdoJobs to business starters and owners. Following an initial assessment and the elaboration of a roadmap for improved services, a ‘Mentorship and coaching guide for entrepreneurship’ was developed. The action was concluded with a capacity-building activity for a team of EdoJobs trainers. This cooperation involved Austrian, Lithuanian and Belgian expertise and was supported by the GIZ-SKYE project.

    Following the last analysis carried out by the Institute of Social Activities in June 2022, the technical assistance provided by SOCIEUX+ through mobilized EU public experts addressed the qualitative dimension in the provision of services by the day-care centres to persons with disabilities. The Action unfolded in three activities, for which experts from Portugal and Romania have been mobilized. The first peer-to-peer on-site activity focused on analyzing the current state of play of day care centres for persons with disabilities, while the second one supported the modernization of standards and procedures for social service delivery in the day-care centres for persons with disabilities by developing an improved manual. The third and last activity concluded the technical cooperation with the elaboration of a general framework for monitoring and evaluating the quality and pertinence of the social services provided in the day-care centres for persons with disabilities.

    The request from the National Agency for the Promotion of Youth Employment (ANPEJ) of Senegal supported by the Employment Direction (DE) of the Ministry of Employment, Vocational Training, and Handicrafts and GIZ Youmatch initiative aimed at promoting the soft skills-based approach in the service offer for young jobseekers. Experts from Belgium and France supported their peers from ANPEJ and DE to agree on a common definition of soft skills, to identify a set of skills most relevant for the labour market in Senegal as well as to elaborate specific tools for job counsellors. A training of trainers through SOCIEUX+ e-learning platform was conducted to enable ANPEJ and DE staff to practically apply the tools and concepts developed during the action.

    The National Employment Agency (ANPE) of Burkina Faso requested SOCIEUX+ assistance to revise its strategy and gain efficiency in the delivery of its labour-intermediation services. In two activities implemented remotely, experts from France first assessed the Agency internal organization and services, then supported the formulation of a strategic plan, as to provide to ANPE a framework for action. The two last activities were implemented on-site and allowed to confirm and consolidate the decisions taken through the distant cooperation. In particular, the strategic development plan of the ANPE was finalized and approved by all stakeholders that will be involved in its implementation (ministries, regional and local authorities, employers’ and civil society representatives, development partners).

    The online conference « Les soft skills : un enjeu stratégique pour développer l’employabilité des jeunes » organized by the National Agency for Employment of Togo together with SOCIEUX+ and the YouMatch Global Initiative on innovative employment services for youth funded by German cooperation agency GIZ gathered more than 80 participants from 15 African and EU countries to discuss how soft skills – or life skills and competences that are necessary to enter, to maintain and/or change employment, but that cannot be confirmed by formal working experience or diplomas (unlike technical skills) – are changing the labour market of the future and how public employment services can take the advantage of this emerging concept to reinforce the employability of vulnerable groups, including young people, rural population of women. Experts from France mobilized by SOCIEUX+ presented their expertise together with their peers from African Countries.

    The Organization of persons with disabilities “Ravenstvo” (Equality) is committed to the improvement of the situation of persons with disabilities in Kyrgyz Republic, their autonomy and equal participation in all spheres including labour market. Supported by the Ministry of Labour and Social Protection, Ravenstvo worked together with the experts from Latvia, Lithuania, Finland and Portugal mobilised by SOCIEUX+ to develop a project of a university disability-friendly career center for students of secondary and higher education.     SOCIEUX+ has addressed the needs formulated by the Ministry of Labour and Employment Promotion of Peru in view of improving labour insertion of persons with disabilities. The action strategy has addressed three dimensions. Firstly, experts from Spain assessed the current Department’s tools and policies aimed at promoting employment among persons with disabilities. Secondly, they provided capacity building for key partner staff, particularly regarding the setup of appropriate communication channels. Finally, experts accompanied the partner’s efforts to reinforce public-private partnerships, namely to involve private firms in strategies aimed at meeting the needs of the target population and to promote their labour insertion.

The second activity was oriented to the definition and elaboration of a training plan for employment counsellors dealing with jobseekers, companies, and the self-employed, and for the heads of local agencies.     Description
    The Social Security Commission Development Fund (SSC-DF) is a Government-owned institution mandated to design and operate several social insurance schemes that cater for matters such as maternity leave, occupational injuries, extended sick leave, medical cover and retirement benefits. It also has a non-contributory branch which acts as a labour market institution to promote employability and stimulate employment creation. The SSC-DF aspires at becoming the leading agency for social security and insurance in Namibia. The original objectives of the action were to support the extension of the coverage of social protection to the informal economy, and to explore the feasibility of setting up a national internship and/or apprenticeship programme, helping to bridge the transition from school to work for recent graduates. Upon an assessment mission which reviewed and provided the SSC-DF with recommendations on how to address the existing political and institutional processes associated with the extension of social protection coverage to the identified target groups. The needs however to implement these recommendations were beyond sole short-term technical assistance as what SOCIEUX could provide alone.
