    As the Republic of Moldova advances towards EU accession, the National Office of Social Insurance (CNAS) is actively preparing to integrate into the EU Social Security coordination framework and the Electronic Exchange of Social Security Information (EESSI) system. To support this strategic goal, SOCIEUX+ mobilized public sector experts from the Czech Republic and Portugal for a two-phase technical cooperation action.The peer-to-peer exchange began with a comprehensive diagnostic mission assessing Moldova’s legal, institutional, and IT readiness. This was followed by intensive capacity-building sessions for national stakeholders and the collaborative development of a 36-month implementation roadmap.

    Description
    The National Employment Agency (ANOFM), the public employment service of Moldova, seeks to provide better and more specialized support to young people who are not in education, training, or employment (NEET), a big and particularly vulnerable group far from labor and often missed by public services, who need a targeted approach and tailor-made accompaniment. As a result of the joint action of SOCIEUX+ and ANOFM first, the assessment was conducted concerning the situation in Moldova and the needs of the ANOFM to reinforce the services provided to this group of users, then some tools were proposed, with a specific focus on coordination mechanisms to ensure global comprehensive accompaniment of beneficiaries, and on operational work of job counsellors via capacity building sessions. At all stages of cooperation, EU good practices were shared by the experts from Belgium, Latvia, France, and Sweden and discussed from the point of view of their relevance for Moldova context.

    Description
    The Ministry of Labour, Social Protection and Family (MLSPF) is the national authority having overall responsibility for the development, promotion and implementation of social protection for people with disabilities. MLSPF plays a directing role in implementing the Social Inclusion Strategy for Persons with Disabilities (2010-2013) approved by law in 2010. Among one of the first steps taken by the Ministry for the implementation of the Strategy was the plan for the creation of a small department in charge of services for vocational rehabilitation of persons with severe disabilities within the Republican Experimental Prosthetic, Orthopaedics and Rehabilitation Centre (CREPOR). Knowledge from the provision of such services in the EU and focusing on the practical organisation and implementation of these by the CREPOR. A study visit to in Ireland was organised for senior staff of various Moldovan institutions in charge of rehabilitation services. Within a second activity, a general training needs assessment of the newly created vocational rehabilitation department was conducted with the support of a EU peers. This was the occasion to identify the needs and challenges in the provision of such services and the specific training needs of the CREPOR.
