INAP, together with the SOCIEUX+ team, identified the design of a system of indicators for monitoring and evaluation of employment policies as an essential element to achieve the objectives of the action. Thus, with this product at the center, a work plan was developed for which SOCIEUX+ mobilized six civil servants from different EU countries. They worked closely with relevant national institutions such as the Ministry of Labour and Social Protection, the Ministry of Economy, the National Council for the Care of Persons with Disabilities, and the Presidential Secretariat for Women (SEPREM), among others.
Experts participating in the different activities were Juan Manuel Sevillano, from the Department of Employment of the Community of Madrid; Nuria Varela, member of the Gender Gap Advisory Council of the Spanish Ministry of Inclusion, Social Security and Migration; Clara Linde, head of the Cooperation Area for Equality in the Community of Madrid; Maria Joao Falcato de Almeida, from the Portugal Inovação Social 2030 Initiative; and Merita Mesiäislehto, from the Finnish Institute for Health and Welfare.
In addition, the action has developed in triangular cooperation modality, including the participation of Rosa María Quirós Rodríguez, specialist from the employment policy programme ‘Empléate’ of the Ministry of Labour and Social Security of Costa Rica, in the seminar “Good practices in inclusive European and regional employment policies”.
Among the results of this exchange are:
- A mapping and diagnosis of strategic political, institutional, and social actors with responsibility for inclusive employment policies.
- The development of a system of indicators for inclusion and access to employment programmes for women and persons with disabilities.
- The elaboration of a Guide to facilitate and promote its use.
- The development of a training course for trainers in which more than 30 professionals participated.
This cooperation has also actively incorporated gender perspective from the formulation phase and throughout the project. In each activity, the work teams included specialized gender profiles who have worked on the system of indicators to guarantee an intersectoral approach, the disaggregation of data, and its effective linkage with public policies. This has also made it possible to address the issue of disability from an integrated perspective, making it easier for the results to provide concrete responses to the specific needs of the citizens, contributing to the development of more effective and lasting public policies.
