The National Employment Directorate of the Ministry of Labor and Social Security of Uruguay (MTSS) has renewed his collaboration with the EU Facility SOCIEUX+ with the aim of strengthen the capacities of the technical staff of the member institutions of the new National System of Employment Services, RedEmpleoUy, which provide employment counselling and intermediation services, ensuring quality and homogeneous provision throughout the national territory.

To this end, SOCIEUX+ has mobilized Spanish experts with experience in public administration at both national and regional levels, as well as public specialists from the French Office national d’information sur les enseignements et les professions (Onisep) and France Travail over 4 activities, who have worked with their peers from National Employment Directorate (DINAE) on these three aspects:

  • Review of professional profiles and standards of competence of the technical staff of the employment counselling and intermediation services.
  • Design of a training plan, both online and on-site, aimed at the country’s National System of Employment Services Staff (RedEmpleoUy)
  • Design of a system for the evaluation and certification of competencies for the public sector of the RedEmpleoUy.

The final activity took place in Montevideo from May 12 to 23, and was attended by DINAE’s technical teams, as well as the representatives of institutions such as the National Institute of Employment and Professional Training (INEFOP), the National Office of Civil Service (ONSC) and various Uruguayan universities, including the University of the Republic (UDELAR), the Technological University (UTEC), and the University of Labor (UTU).

As a result of this cooperation, a comprehensive system of standardization, training, evaluation and certification of competencies of the technical staff in employment counselling and intermediation services of the RedEmpleoUy has been developed.

This action also provided continuity to a previous technical cooperation initiated in 2023, (SOCIEUX+ cooperation 2023-11) which supported the creation of the RedEmpleoUy, ensuring the sustained development of Uruguay’s employment services system.
