Description
SOCIEUX+ collaborated with the Ministry of Labour and Social Protection of Moldova to establish a vital safety net for workers facing employer insolvency. Currently, the lack of a wage guarantee mechanism leaves many without compensation when businesses fail. This action aimed to transpose EU Directive 2008/94/EC, ensuring Moldova’s labor standards align with European requirements for inclusive and equitable social protection.
Mobilizing expertise from Slovakia, Czechia, and Romania, the mission produced a draft legislative framework and a gender-responsive social impact study. These results identified that women and low-income workers are most vulnerable during insolvency, leading to specific safeguards in the proposed law. Additionally, a phased implementation roadmap was developed to guide the establishment of a sustainable Wage Guarantee Fund managed by the National Office of Social Insurance. This cooperation significantly strengthens Moldova’s institutional capacity and social protection architecture as it advances toward EU integration.

SOCIEUX+ mobilized an expert from Lithuania to contribute to the 14th Kazakhstan International Occupational Safety and Health Conference (KIOSH 2026), the country’s leading forum on workplace safety and health. The action supported the exchange of European experiences and good practices on occupational safety and health, artificial intelligence, platform work, labour market information systems, and social protection in the context of the future of work. Through conference presentations and discussions with policymakers, social partners, researchers, and practitioners, the activity helped raise awareness of modern European approaches to occupational risk prevention, and the implications of digital transformation for workers and employers, while fostering dialogue on future policy and institutional development in Kazakhstan.
Contribution to the 47th National Conference of Employers (NCE47): Platform Economy and Sustaining Businesses Amidst Global Disruptions
The Philippines faces structural challenges in regulating the platform economy and adapting enterprises to global sustainability frameworks and disruptions. SOCIEUX+ supported the Employers Confederation of the Philippines (ECOP) at its 47th National Conference of Employers (NCE47) in Manila in May 2026, mobilising two European experts from France and Hungary to contribute as panellists on the platform economy and on sustaining businesses amidst global disruptions. The activity produced a joint Policy Brief integrating EU regulatory frameworks (Platform Work Directive, CSDDD, CSRD) translated into MSME-calibrated recommendations for the Philippine context, with a gender-responsive lens applied throughout. The recommendations feed directly into ECOP's Conference Resolutions.
Enhanced institutional capacities for providing functional rehabilitation services for signatories of the peace agreement, their families and caregivers in the reincorporation process
The Ministry of Health and Social Protection is Colombia's top health authority, responsible for designing and overseeing the national health system and guaranteeing the right to health for all residents. It has prioritised the National Policy for Social and Economic Reintegration, including a differentiated approach for people with disabilities, reinforced by Decree 0846 of 2024, which calls for stronger rehabilitation services and the removal of access barriers. The Ministry has already strengthened 14 State Social Enterprises to meet certification standards for disability and functional rehabilitation, but ensuring continuity of services remains critical to prevent health complications, higher costs, and loss of autonomy.
The Action supported the Ministry by identifying barriers to care with a gender and intersectional focus, designing a Strategic Functional Rehabilitation Pathway, and establishing a formal agreement to regulate rehabilitation services across the 14 State hospitals. It brought together fieldwork, stakeholder consultations, and capacity-building activities that converged on a shared diagnosis: the system has the necessary tools but lacks coordination. The resulting roadmap focused on service delivery, human resources, inter-institutional coordination, financial sustainability, and addressing gender barriers. The Action also strengthened awareness of human rights, promoted a bio-psycho-social approach aligned with the ICF, and supported empowerment, integrated information systems, telemedicine, and public-private partnerships to ensure sustainable, inclusive rehabilitation for signatories in reintegration.
Improving knowledge and efficiency in working with employers
This collaboration with the National Employment Agency of Moldova (ANOFM) aimed to strengthen the institutional capacity of Moldova’s public employment service and improve employer-oriented service delivery. Through peer-to-peer exchanges and technical assistance, experts from France, Sweden, Slovenia, Italy, and Austria supported ANOFM in establishing the Employers Cooperation Unit (ECU), developing operational procedures, management tools, and communication strategies aligned with EU public employment service practices. The action contributed to the modernization of employer services, strengthened coordination between national and territorial offices, and promoted inclusive and non-discriminatory approaches to labour market integration and employer engagement.
Strengthening institutional capacity for the sustainability of the pension system and labour formalization in Argentina

Description
Argentina faces a dual strategic challenge: reducing widespread labour informality — which affects approximately 42% of the workforce — and ensuring the long-term sustainability of a pension system under growing demographic pressure. To strengthen institutional capacity in both domains, SOCIEUX+ mobilised public sector experts from France, Portugal, Finland, Spain, and Brazil for two sequential online training programmes developed and delivered in partnership with the Subsecretary of Social Security (Ministry of Human Capital). The first equipped officials with analytical tools from EU formalisation strategies, focusing on macroeconomic drivers, digital inspection innovations, and social protection incentives for groups most affected by informality, including women and youth. The second provided a comparative analysis of EU and Brazilian pension reforms across parametric changes, automatic adjustment mechanisms, contributivity strengthening, and tools to reduce the gender pension gap. Both activities were delivered through the SOCIEUX+ e-learning platform to ensure broad federal participation across relevant Argentine institutions.

Description
The State of Nuevo León, Mexico, has shown strong commitment to promoting human rights and responsible business conduct to foster decent working conditions, notably through the work of the State Human Rights Commission (CEDHNL), which has implemented policies and programmes to help companies identify, prevent, mitigate, and remedy human rights risks. A key initiative is the voluntary “Company Committed to Human Rights” certification (Distintivo), launched in 2016 and formalised in 2018, which encourages companies—through self-assessment and on-site verification—to improve practices related to labour rights, non-discrimination, environmental responsibility, and governance, while also serving as a capacity-building and dialogue platform between public institutions and the private sector. Complementary high-level training programmes and regional cooperation with the states of Chihuahua and Coahuila have aimed to strengthen due diligence practices and institutional capacities, particularly regarding EU standards on corporate sustainability due diligence.
The Action supported CEDHNL through the development of training initiatives, operational tools, evaluation frameworks, communication strategies, and a complementary label on decent work. As a result, the Action improved understanding of due diligence beyond compliance, strengthened the clarity and consistency of the certification process, reinforced the Distintivo as a tool for continuous improvement in responsible business conduct, enhanced stakeholder engagement and institutional cooperation, and fostered stronger linkages with national and international actors. In the longer term, it is expected to contribute to improved institutional coordination across Mexican states, greater integration of human rights in corporate practices, enhanced advisory and monitoring capacities of public institutions, and sustained technical cooperation, although continued efforts in capacity-building, inter-institutional collaboration, and local ownership will be essential to ensure the sustainability and scaling-up of results.
Sharing of EU experiences on the use of AI to tackle fraud in social security
SOCIEUX+ supported Brazil’s Ministry of Social Security (MPS) in strengthening its capacity to prevent and combat social security fraud through the use of artificial intelligence and data analytics. The action focused on transferring European expertise & practices, building analytical skills, and strengthening the Strategic Research Laboratory (LAPE) within the General Coordination of Social Security Intelligence (CGINP). It aimed to enhance the Ministry’s knowledge of AI applications and to develop a conceptual fraud detection model based on risk analysis, in response to increasingly complex fraud schemes and large-scale data challenges.
The action combined knowledge exchange and technical support through workshops, a study visit to France, and hands-on model development. These activities provided insights into EU practices (from France, Spain, Portugal, the Netherlands and Belgium), emphasized the importance of data sharing, methodological integration, and ethical governance, and led to concrete outputs such as recommendations, terms of references and the technological environment/infrastructure of LAPE, and a risk-based fraud detection model with defined indicators and datasets. Overall, the initiative contributes to modernising anti-fraud systems, strengthening institutional capacity, and improving transparency and trust in Brazil’s social security system.

Description
In the context of Montenegro’s EU accession process and ongoing negotiations under Chapter 2 – Freedom of movement for workers, the Ministry of Labour, Employment and Social Dialogue and the Employment Agency of Montenegro requested SOCIEUX+ support to strengthen institutional, technical and governance capacities required for participation in the EURES network.
Through a peer-to-peer exchange with experts from Croatia, Sweden, the Netherlands and Slovakia, SOCIEUX+ supported the Partner Institutions in identifying institutional and technical gaps, developing a roadmap for aligning the national occupational classification with ESCO, and defining the structure and requirements for a National EURES Portal. The cooperation resulted in a ESCO alignment roadmap and a concept design of the portal, including data architecture and governance arrangements. The action directly contributed to the negotiation of Chapter 2 – Freedom of movement for workers, particularly in the areas of EURES integration, labour mobility governance. These outputs provide a structured basis for EURES integration and support Montenegro’s alignment with EU labour mobility requirements.

Description
This second collaboration with the Federal Ministry of Labour and Employment (FMLE) of Nigeria, carried out with support from the GIZ SKYE II project, strengthened the national network of Job Centres through the development of a new Performance Management Framework. Experts from Austria and France worked alongside counterparts from FMLE, FMLE-led Job Centres, and State-led Job Centres to create performance management instruments, standards, and operational tools. To build the necessary capacities, the action delivered a hybrid Training of Trainers programme, including an e-learning course that the partner institution can continue to use. Through this peer-to-peer exchange, the initiative has enhanced the quality, coherence, and consistency of employment services provided to jobseekers and employers across the country.

Policies such as the revised Labour Law and the Decent Work Agenda (2023-2027) aim to improve labor standards and promote sustainable employment.
The Action aimed at contributing to improve public employment systems of Mongolia by allowing for efficient & performance-based public employment systems and policy coherence with education and social welfare systems. It was achieved by providing comparative assessment of employment promotion in connection with the education system and with social security, vis-à-vis EU practices and models; and by formulating proposals & practical recommendations for revision of the Employment Promotion Act.

Enhancing Institutional capacities of the OSH Center are supported in view of the ongoing legislative and institutional developments in the area of OSH in Mongolia
The SOCIEUX+ Action significantly strengthened the institutional, technical, and organizational capacities of Mongolia’s Occupational Safety and Health (OSH) Center at a key moment of legal and organizational reform. Through peer‑to‑peer expertise from five European countries and triangular cooperation with South Korea, the initiative delivered practical tools such as tailored training modules, updated third-party voluntary inspection methodologies, an improved roadmap for the registration of occupational accidents and diseases, and key lessons for establishing a rehabilitation center. These efforts directly enhanced the skills of 31 OSH specialists, trained nearly 400 enterprise representatives, and improved the Center’s ability to conduct third-party voluntary inspections, provide evidence‑based recommendations, and prepare for an expanded mandate.
Beyond capacity building, the action generated immediate institutional impacts: Mongolia advanced draft regulations on workers’ health surveillance and on the reporting of occupational diseases; the OSH Center Clinic obtained permission to provide postgraduate medical education; and cooperation with Germany’s DGUV was strengthened with concrete follow‑up initiatives. Together, these results position the OSH Center to implement upcoming reforms, modernize its prevention and monitoring systems, and contribute to safer, healthier workplaces across Mongolia.
Such support aims at bringing a capacity-building component to the OSH Center, complementary to the strengthening of its management tools and in view of the current legislative & institutional reforms, with the upcoming adoption of the new OSH Law (expected to be adopted in June 2025 by the Parliament); and with the new Improvement Plan of the OSH Center (as of April 2025). Both legislative and institutional changes will bring new challenges for the OSH Center, and an extended mandate and competencies. The present Action will thus aim at better equipping the OSH Center with the necessary capacity building, technical preparation and strengthening of its organizational tools to embrace such changes.
Improvement of the relevance and efficiency of the Ministry’s social safety net programme for refugees
Türkiye hosts one of the world’s largest refugee populations, and the Social Safety Net (SSN) programme is central to supporting vulnerable refugee households. Fully funded by the European Union and implemented by the Ministry of Family and Social Services (MoFSS) with the Turkish Red Crescent (TRC), the SSN provides regular cash assistance for essentials like food, rent, and utilities, safeguarding dignity amid economic uncertainty and limited work opportunities.
To enhance its effectiveness, the EU requested technical support through SOCIEUX+, which brought expertise from Romania and Portugal. Peer-to-peer cooperation helped Türkiye review targeting methods, eligibility criteria, and caseload management to ensure aid reaches the most vulnerable.
Two assessments strengthened the SSN: a Third-Party Monitoring system combining administrative data with beneficiary insights, and a review of targeting and caseload reduction strategies. These efforts highlighted the programme’s focus on children, the elderly, and persons with disabilities while identifying gaps, boosting transparency, equity, and long-term resilience.

In the context of Montenegro’s labour governance reforms and EU accession process, the Confederation of Trade Unions of Montenegro (CTUM) requested SOCIEUX+ support to strengthen its internal capacities in order to participate more effectively in social dialogue and labour legislation processes.
Through a peer-to-peer exchange with experts from the Lithuania, Czech Republic, France and Belgium, SOCIEUX+ supported the Partner Institution strengthening the competencies of CTUM task force members in policy formulation and negotiation, and developing practical tools for evidence-based advocacy. The cooperation resulted in Training for Trainers delivered in person and adapted to e-learning platform, and proposals for establishing a Research and Advocacy Unit together with a methodology for research and policy analysis. These outputs advanced CTUM position in engagement in social dialogue and labour policy discussions in Montenegro.

Strengthening the legal framework and inter-institutional collaboration for the protection of the labor and social security rights of sex workers in Costa Rica
SOCIEUX+ partnered with Costa Rica’s National Women’s Institute (INAMU) to strengthen the protection of sex workers’ labour and social-security rights through a gender- and intersectionality-informed approach. Experts from Belgium mobilised by SOCIEUX+ worked peer-to-peer with INAMU to map legal and institutional gaps, review international options, and facilitate a national consultation with public institutions and civil society. The cooperation produced a technical-legal diagnostic, a stakeholder and competence map, and a concise roadmap capturing priorities and next steps for inter-institutional collaboration and future drafting. By combining comparative experience with locally led dialogue, the action has equipped INAMU with evidence-based inputs and practical tools to inform policy discussion and coordinated follow-up in Costa Rica.

Expert presentations and sharing of practices in the National Dialogue on Social and Solidarity Economy (SSE), with a specific focus on opportunities to promote decent work
As priority under the new government, the Ministry of Economy (MINECO) is willing to adopt a National Strategy on Social and Solidarity Economy (SSE), and is currently creating a Vice Ministry of SSE under the Ministry of Economy (MINECO). MINECO has requesting SOCIEUX+ support in this stage of conceptualization of SSE for Guatemala, and organized with that purpose and together with ILO and the EUD in Guatemala, a National Forum on SSE gathering key stakeholders of the SSE, in which high-level experts from France, Spain and Mexico shared their expertise and good practices on SSE from Europe and the region, and formulated policy recommendations to MINECO with key follow-up measures.

In Guatemala, SOCIEUX+ supported the National Council for the Attention of Persons with Disabilities (CONADI) in advancing legal reforms to promote inclusive employment. Experts from Spain, Lithuania, and Ecuador assisted with the review of a legislative proposal and facilitated a national seminar with public institutions and civil society. The action helped generate consensus on key improvements to the draft law, particularly with regard to reasonable adjustments, affirmative action, and institutional coordination. It also strengthened CONADI’s role as lead advocate for disability inclusion, while introducing good practices from the EU and Latin America to support national dialogue on inclusive labour policies.
Improvement of the State’s civilian passive class pensions management system
This action in partnership with the National Civil Service Office of Guatemala (ONSEC) aims to strengthen the technical capacities to provide an adequate response to the recognition of benefits under the passive class regime, reducing the response time in the recognition of pensions and preventing income interruptions. Expertise from Spain and Finland was mobilised by SOCIEUX+ for three activities focusing on: 1) analysing the current legal framework and proposing regulatory reforms to strengthen internal processes; 2) redesigning administrative procedures and service flows, identifying friction points and proposing solutions such as administrative simplification and multi-channel strategies; and 3) designing specific protocols for attention to the public and vulnerable public, and formulating institutional recommendations that reinforce the sustainability and coherence of the modernisation process.
Strengthen capacities for the analysis and evaluation of institutional actions aiming to increase employment opportunities for people in vulnerable situations
This technical cooperation, developed together with the National Institute of Public Administration (INAP) of Guatemala, focused on the design of a system of indicators for monitoring and evaluation of employment policies, identified as key component for achieving the action’s objectives. A work plan was developed for this purpose, with the support of six public officials from Spain, Portugal and Finland, as well as a specialist from Costa Rica. Key results of the cooperation included the mapping and diagnosis of key political, institutional, and social actors involved in inclusive employment policies; the development of an indicator system to monitor access to employment programmes for women and persons with disabilities; the creation of a practical Guide to support its implementation; and the design of a training course for trainers, which was attended by over 30 professionals. The cooperation has also actively integrated a gender perspective from the formulation phase and throughout the project.

The Cámara Agropecuaria del Oriente (CAO) is the leading umbrella organization representing the main agricultural producer associations in Santa Cruz, Bolivia, covering large, medium, and small producers across diverse agro-industrial value chains. As a key sectoral reference in Eastern Bolivia, the CAO combines technical and institutional expertise with a strong role in connecting cooperatives, universities, training centers, and international organizations. Through its Agricultural Training Center (CFA), the CAO provides specialized, relevant technical training aimed at improving productivity, sustainability, and employability for producers, rural workers, and young people interested in agriculture. With the support of experts from Spain and France mobilised by SOCIEUX+, the CAO is developing a sectoral competency certification model. This system strengthens skills in the agricultural workforce, provides micro-credentials, and establishes a legitimate, replicable framework for future integration with Bolivia’s national vocational training system.

SOCIEUX's intended contribution through this action was to support the Ministry of Social Affairs (MoSA) in building the internal capacity needed to strategically lead the EU-funded project for the establishment of a Unified Registry for Social Protection (URSP Project) in Lebanon. To this end, experts from France and Spain mobilised by SOCIEUX+ accompanied the creation of the Programme Management Unit (PMU) in defining its mandate, its role in the URSP Project and the necessary material and human components of the PMU.
The National Employment System of Costa Rica as a tool for competitiveness and productivity, generation of human capital, social inclusion and employment promotion
This technical cooperation, developed with the Costa Rican Ministry of Labour and Social Security (MTSS), saw experts from France and Germany contribute their expertise and best practices in areas related to the labour market, public employment services, vocational training and other related topics. The action in collaboration with the Pension and Disability Fund of Montenegro aimed to improve the quality of service and transparency to the insured and beneficiaries in line with the Public Administration Reform Strategy. Experts from Bulgaria, Romania and France mobilised by SOCIEUX+ assessed organisational and functional capacities, as well as services and communication and together with the partner institution elaborated a Strategic Plan for the period of 2024-2027. Three missions in Podgorica focused on the development and modernization of the organization and work of the Fund for the realization of the objectives of the Public Administration Reform Strategy.
International Guest Expert lectures at Mahidol University: Health financing and Social Health Protection in Europe
The ASEAN Institute for Health Development (AIHD) at Mahidol University focuses on educating leaders in health system management, enhancing the health workforce, and supporting innovative research. Key strategies include conducting research in primary health care, global health, and active aging, investing in education for future leaders, and providing long-term capacity building. AIHD also collaborates on the ILO's “Support to the extension of social health protection in Southeast Asia” project, enhancing social health protection capacities.
Since 1978, AIHD has offered a Master’s in Primary Healthcare Management, training about 800 health leaders globally. In collaboration with the ILO, AIHD added a Social Health Protection (SHP) component to this program in 2020, aiming to promote universal health coverage (UHC) by equipping professionals with expertise in SHP. This includes modules on strategic purchasing, health systems, health financing, and health economics. This is the second collaboration with the AIHD, which requested SOCIEUX+ support in mobilizing two public EU experts - from Croatia and France this time - to deliver lectures on health financing.
Enhancing capacity for public employment services activities: outreach to employers, speed dating, job fairs and supervision of private employment agencies.
This action built on previous technical support provided by the ILO Caribbean to the Ministry of Labour of Suriname, notably on building the capacities of staff to enhance the outreach to employers. The action delivered technical support in two steps. First, the actual integration of the Public Employment Service network into the policy framework targeting improved labour market intermediation was assessed by Belgian and Dutch experts. Then, experts from Belgium and France organized and delivered training to the staff of the Ministry of Labour and of local PES addressing the most prominent capacity and organizational needs (relating to outreach and communication with employers and job-seekers) as to improve the provision of support services tailored to employers’ needs.

The webinar “Social Assistance Measures: Experience of the European Union” was co-organized by SOCIEUX+ and the Economic Research Institute (ERI) of Kazakhstan on the occasion of the International Day for the Eradication of Poverty. ERI, a think tank under the Ministry of Economy, had a mission to propose to the government social assistance measures based in international good practices to support the implementation of the new Kazakhstan Social code. The experts from France and Slovakia presented the ways that minimum income guarantee schemes and child guarantee initiatives are designed and implemented in different EU Member States. Around 40 participants – ERI experts as well as other partners from Kazakhstan and Central Asia – joined the webinar.
Cost-benefit analysis of options for the provision of rehabilitation services
In order to expand its offer of services for victims of accidents at work and occupational diseases, the Workers Compensation Fund of Tanzania (WCF) together with the experts from France, Italy and the Netherlands mobilized by SOCIEUX+ worked on identification of the best option of the rehabilitation services provision. As a result of the action, a cost-benefit analysis of different options was conducted, providing the necessary elements to finalize the WCF’s rehabilitation strategy.

The Edo State Skills Development Agency (EdoJobs) is a regional agency set up by the Edo State Government to support the creation of employment opportunities, job matching and skills reinforcement of the state population. This action, implemented remotely, contributed to the improvement of the services provided by EdoJobs to business starters and owners. Following an initial assessment and the elaboration of a roadmap for improved services, a ‘Mentorship and coaching guide for entrepreneurship’ was developed. The action was concluded with a capacity-building activity for a team of EdoJobs trainers. The MoVA of Ukraine had as a result of this technical assistance, a proposal for regulations to create council of Veterans as well as requirements for the development of a program for the socialization and employment enhancement of veterans.

The action in collaboration with the Republic Institute for Social protection aimed to enhance its monitoring framework for the social protection system by developing concise and clear reports that inform general population, scientific community and decision-makers. Experts from Croatia, Portugal and France mobilised by SOCIEUX+ reviewed indicators, updated research methodology and design brief template that can effectively communicate relevant data. Three missions Belgrade resulted with development of the indicators that reflect gender, human rights, vulnerability, and equality, based on the EU models and best practices. An overall methodology applicable to monitoring and reporting of the social protection system is advanced.
Support for assuming the responsibilities under the EU regulation on data and information exchange within social security systems coordination scheme
The objective of this action was to support and advise the Ministry of Labour and Social Policy and the institutions for employment, labour and social protection of North Macedonia in strengthening and reinforcing their capacities in view of the implementation of Regulations (EC) No 883/2004 and 987/2009 of the European Parliament and of the Council (Social Security Coordination Regulations). The support provided by SOCIEUX+, with experts mobilised from the Czech Republic, Slovenia and Slovakia, resulted in a comprehensive assessment of data collection needs and the development of a roadmap with key milestones for the future integration of North Macedonia into the EU social security coordination mechanisms, with a particular focus on data collection requirements/needs for future integration into the Electronic Exchange of Social Security Information (EESSI).
In alignment with Kosovo*’s commitment to enhancing the inclusion, equitable rights, and social engagement of Persons with Disabilities, the Office on Good Governance has of mandate to be of advice to the Prime Minister in areas of good governance, human rights, equal opportunities and anti-discrimination issues. This is done by way of policy drafting, reviewing of draft legislation, awareness raising of the population on issues relating to human rights, involving civil society in policy making, drafting and implementation of strategic documents. The Office on Good Governance of the Prime Minister’s Office of Kosovo reached out to SOCIEUX+ to review and update the previous National Strategy and Action Plans for Persons living with Disabilities, which was implemented along with a monitoring and evaluation mechanism. This action mobilized Belgian, Romanian, Portuguese and Swedish expertise.

The Agency for Sustainable and Operative Social Provision (DOST) aims to improve the quality of services in the areas of employment, labour, social protection, and provision of social services. Through its request of accompanying functional digital transition, it aims to increase transparency and ensure the application of innovative solutions, accelerate the transition to e-services, reduce bureaucracy, and enhance citizen satisfaction. Through this action, which involved experts from France, the Netherlands, Poland, and Romania mobilized by SOCIEUX+, DOST has acquired a clear understanding of the steps to be taken to digitize its services and as to create a single integrated digital platform accessible to all users – the ‘Virtual DOST’. The action in collaboration with the OSH Directorate of the Ministry of Labour, Employment, Veteran and Social Policy, aimed to promote and support the development of a preventive safety and health at work in Serbia. Experts from the Czechia, Spain and Latvia mobilised by SOCIEUX+ reviewed guidelines of the work at high and low temperature and trained OSH Administration and stakeholders on how to ensure the health of workers at high and low temperature. Two technical cooperation activities in Belgrade resulted with updated guidelines for safe and healthy outdoor work and increased knowledge for the OSH Administration, inspectors and social partners. The experts also contributed to the development of a brochure for wider distribution as part of the OSH Administration's awareness-raising activities.
Advice on Integration of data on labour market demand for improved evidence-based policy making

Description
The Ministry of Finance Labour and Transfers of Kosovo* is working to improve the gathering of adequate data on the labour demand side, in order to ensure informed and responsive employment policies in response to high unemployment rates, informality, and skills mismatches. This action, which relied on the expertise of Irish, Swedish and French public experts mobilized by SOCIEUX+, successfully managed to strengthen the Ministry's capacity by implementing the following activities: (i) mapping the current situation of labour market data demand; (ii) developing a data governance framework; (iii) defining the characteristics/responsibilities of the team in charge of data administration and management; (iv) training selected staff of the Ministry on the developed data governance framework; (v) providing EU best practices on the role of data, evidence and analysis in the formulation of employment policies and labour market strategies through a study visit to Ireland.
Building cross-cutting capacities in the Ministry of Labour to foster labor market inclusion of persons with disabilities
The Organic Law on Disabilities and the Labour Code of Ecuador establishes a mandatory quota of labour inclusion of persons with disabilities for the public and private sector with a minimum payroll of 25 workers. The Ministry of Labour of Ecuador, as the governing body of public policies in the labour field, needs to establish synergies between the supply and demand of employment in the country, through the development of innovative regulations that promote and facilitate the hiring of people with disabilities. Spanish experts mobilised by SOCIEUX+ contributed to the elaboration of a Diagnosis to know the degree of inclusion of people with disabilities in the Public Employment Service of the Ministry, and guidelines and recommendations were built to mainstream the disability approach. All of this was complemented with direct training for the institution's workers, especially labour inspectors for the regulation of companies on this topic.

The Pôle National de Promotion de l'Emploi (PNPE) in Gabon aimed to enhance its services for job seekers and create youth contracts with employers. SOCIEUX+ mobilized experts from France and Sweden to support this goal. The action focused on defining a core service offer and strengthening the individual capacities of employment counsellors. The new service offer is designed for uniform deployment across the country. The experts also helped in rethinking the internal organization, uniformizing practices, and identifying necessary IT system improvements to support the new service offer. The action has laid a strong foundation for improving employment services in Gabon, aligning with national development strategies and international best practices.
Building capacity in the FMLE to increase employers’ awareness, understanding and engagement to their labour intermediation services

Based on the request by the Federal Ministry of Labour and Employment (FMLE), this action aimed to strengthen the individual and organisational capacities of the Public Employment Service agencies to increase employers’ awareness, understanding and engagement with their services. To this purpose, experts mobilized by SOCIEUX+ helped to asses gaps and needs and to formulate recommendations on individual capacities and training needs of job centres’ staff to effectively reach, engage and provide services to employers; they also helped to assess to what extent employers are aware of, understand and engage with PES services. As a result, an Employers’ Outreach, Engagement and Communication Strategy, was drafted in cooperation with experts. Finally, the last activity facilitated the design, preparation and deployment of a training of trainers’ (ToT) plan with two workshops. The first week was dedicated to the animation of a working group of FMLE managers aiming at designing and agreeing on services to employers and the second week to the ToT on outreach, engagement and provision of services to employers for a group of PES job counsellors/trainers. Throughout the action, experts from Austria, Lithuania and Sweden were involved.
Promote employment opportunities for persons with disabilities through a gender equity approach

Building on the previous support (Action 2022-21) provided by SOCIEUX+, this action supported the National Disability Secretariat (SENADIS) of Panama to promote the inclusive labour insertion, with a gender equality approach, by elaborating a roadmap for the improvement of the labour intermediation services specifically aimed at promoting the labour insertion of persons with disabilities. Different teams of experts from Spain have contributed to strengthening the skills of actors involved in the labour market integration of persons with disabilities, by delivering training modules. The experts have also framed the acquired knowledge and a compendium of practices into a Guide to support the work of those agents in charge of enabling persons with disabilities to find a decent and accessible employment.
Green skills for Kosovo* – Labour market and skills analysis
The Social Security Commission of Namibia aims to enlarge its offer of social security schemes to encompass unemployment benefits. The contribution requested to SOCIEUX+ was mainly on exploring policy and organizational possibilities according to the context; to this purpose, SOCIEUX+ mobilized experts from France, Lithuania, Romania, and Spain. They have first been looking into the recent COVID-related stimulus package to protect laid-off workers and explore possibilities to integrate those measures into a structural instrument. Experts then looked at options for financing such a scheme, and how it would be governed and administered by the Social Security Commission. Such technical background will prove useful in the event Namibia will decide to move forward with the introduction of unemployed benefits.
Technical and institutional appraisal for the establishment of a unified registry for social protection in Lebanon
The Ministry of Social Affairs of Lebanon asked SOCIEUX+ support in the establishment of a unified registry for social protection (USRP), according to the National Social Protection Strategy. The goal is to have available a comprehensive data platform of beneficiary households of the existing social assistance benefits and schemes. In fact, today Lebanon’s economic crisis translates into persisting hardship for the poorest and impoverishment of the medium class; in such a situation, social transfers and basic services are key to secure essential livelihood and ultimately social stability. As those are massively funded by international donors, a national URSP would allow the Lebanese Government to steer social assistance delivery based on comprehensive data and IMS infrastructure. In this context, the planned EU support will be key to provide the necessary technical expertise to set up a functional and technological solution for setting up the URSP. The present Action – and the mobilized Spanish and French expertise - helped to prepare the terms of reference for the selection of the consultancy that will be in charge of ERSP’s development. The consultancy was actually selected, and the project started beginning 2024.
Strengthening inter-institutional coordination for the implementation of a National System of Employment Guidance Services

Action 2023-11 was implemented from May to November 2023. The first activity consisted in conducting an assessment of the national ecosystem of career guidance services (definition, actors, services, governance, management, etc.) in order to identify challenges and set priorities. Subsequently, the second activity focused on the organisation of an inter-institutional working seminar with the objective of gathering the different experiences at national and international level and generating working groups on career guidance services. Finally, the third activity ,initially planned to support the drafting of a proposal for an inter-institutional Agreement on the National System of Employment Guidance Services, was extended to include labour intermediation services in the same framework collaboration agreement, with the aim of extending its scope towards the creation of a "National Network of Employment Services".
Capacity building for MLSW in the field of satefy and health at work for coordinators in Montenegro
In light of Montenegro's recent adoption of the Strategy for the Improvement of Occupational Safety and Health 2022-2027 (with its 22/23 Implementation Action Plan) to align its national legislation with the EU acquis, and in view of the challenges faced by the construction industry in terms of injuries at work, the Ministry of Labour and Social Welfare (MLSW) requested support from SOCIEUX+ to improve the capacity of OSH coordinators to prevent accidents at construction sites. Specifically, the action successfully empowered the staff of the OSH Directorate of the MLSW to conduct training sessions for OSH coordinators (both design phase coordinators and construction phase coordinators), with the sharing of [EU and regional] expertise from the Czech Republic, Lithuania, Spain, Latvia, Serbia and North Macedonia.
In 2022, NHIMA collaborated with SOCIEUX+ to evaluate its scheme implementation, leading to a review of its Strategic Plan and a transition to the Ministry of Health. Now, NHIMA seeks to develop an independent operating model for HR and scheme implementation, reducing reliance on third-party administrators. This action led by German, Estonian, Belgian, and Polish expertise, resulted in a proposal for a new operating and organizational model and a study visit to the Polish National Health Fund for insights on IT and organizational capacities.
Support to the normative and regulatory framework of professional elections in Mali
In collaboration with the Union Nationale des Travailleurs du Mali (UNTM) and the ILO, this initiative, conducted online, enhanced capacities in conducting professional elections and establishing a normative and regulatory framework. Expertise from Belgium was enlisted to showcase best practices in professional elections during a weeklong seminar. Following the seminar, the Malian Labour Ministry assumed responsibility for drafting an electoral code, incorporating input from social partners. Subsequently, experts mobilized by SOCIEUX+ provided comprehensive feedback on the draft.
Capacity building for the SSR on governance on administrative operations
Previous partner of SOCIEUX+, the Social Security Regulator (SSR) of Cambodia identified the technical knowledge, guidelines and expertise necessary to effectively fulfill its supervisory role of the National Social Security Fund. SOCIEUX+ stepped in to provide support by enhancing the operational and administrative capacities of the SSR staff. Romanian, Finnish, and Slovakian expertise worked with the SSR on establishing principles and modalities for effective supervision of administrative operations within the social security scheme’s management.
Development of the Social and Labor Dialogue on the Future of Work for working women, the youth, persons with disabilities and the LGTBI

The National Council for Labor and Employment Promotion (CNTP) is a tripartite (government, workers and employers) mechanism for social dialogue and labour coordination within the Peruvian Ministry of Labor and Employment Promotion (MTPE), whose purpose is to discuss and coordinate policies on labour, employment promotion, job training and social protection, and is also responsible for participating in the regulation of minimum wages.
Social dialogue is a fundamental component of the European social model. It enables the social partners to contribute, including through agreements, to the development of European social and labour policy. Experts from France, Italy and Spain, mobilized by SOCIEUX+, helped to broaden the social and labour dialogue in Peru to include vulnerable groups so that they could present their demands and needs in the dialogue forums. All of this was systematized in a Methodological Guide and action plan that will enable the country to incorporate this new inclusive paradigm and take a step towards real and effective compliance with Peru's regulatory commitments in this area.

Description
The goal of this Action requested by Montenegro’s Center for Social Work was to contribute to the improvement of childcare services in Montenegro. The role of the social worker is to support the welfare of the child, but before interacting directly with the child, the social worker has to manage the relationship with the parents or the relationship between the parents. Activity 1 proposed a Protocol for social workers to develop their capacity to work with dysfunctional families: guidelines for monitoring supervised visits, preparing reports for the courts and making decisions in the best interests of the child. The second activity allowed experts to showcase a compendium of good practices, mainly based on the experiences of Austria and Romania. Finally, a critical review of the training practices applied by the Centers for Social Work, and recommendations for their improvement, were formulated.
Support to the Ministry of Health of Montenegro in creating a quality control system
In collaboration with the Ministry of Health of Montenegro, this initiative identified institutional and organizational capacity gaps, empowering the MoH to lead the development of a quality of care framework. Leveraging expertise from multiple EU countries—including Slovenia, Portugal, Croatia, Estonia, and France—the MoH gained insights and lessons from diverse perspectives. Emphasis was placed on enhancing governance and health information systems.
Reform of the social and child protection system and costing of the Roadmap
The Ministry of Labour and Social Welfare of Montenegro is responsible for drafting legislative and policy proposals in the field of employment policies, labour markets, social welfare policies, social and child protection, and pension and disability insurance. Experts from Spain and France mobilised by SOCIEUX+ elaborated a Methodology for pricing social protection services and also calculated the five essential services of the institution, so that the Ministry could adapt these budgets to the needs of the context at any given time.

Description
The action in collaboration with the National Employment Service aimed in improving service for unemployed persons with disabilities, aligning with Serbia's overarching strategic frameworks. Experts from Spain, Romania and France assessed capacities of NES to implement new concept of work with Persons with disabilities. The missions undertaken in Belgrade aimed at conducting a diagnosis of the NES practices concerning the support to employment of PwD. As well, a handful of job counsellors also benefited from a training of trainers to have a multiplying effect among the other employees.

Description
In the course of this single-activity Action, a proposal for a complete revision of the Health Insurance Law has been prepared by using an incremental and highly participatory approach involving SOCIEUX+ mobilized experts from Luxembourg and Portugal and the members the multi-stakeholder working group, established for that purpose by the Ministry of Health of Kosovo* with the support of the World Bank. As result, provisions of the final draft of revised law are built on a large consensus. The reform proposal particularly looks at ways to extend health coverage to unprotected and uninsured individuals. The adoption of the revised text of now follows the legislative process of approval by the Cabinet of Ministers and the Parliament.

Description
Following the last analysis carried out by the Institute of Social Activities in June 2022, the technical assistance provided by SOCIEUX+ through mobilized EU public experts addressed the qualitative dimension in the provision of services by the day-care centres to persons with disabilities. The Action unfolded in three activities, for which experts from Portugal and Romania have been mobilized. The first peer-to-peer on-site activity focused on analyzing the current state of play of day care centres for persons with disabilities, while the second one supported the modernization of standards and procedures for social service delivery in the day-care centres for persons with disabilities by developing an improved manual. The third and last activity concluded the technical cooperation with the elaboration of a general framework for monitoring and evaluating the quality and pertinence of the social services provided in the day-care centres for persons with disabilities.
Development of Strategic Plan for the Employment Service Agency of the Republic of North Macedonia
National Employment Service of North Macedonia requested SOCIEUX + support to gain more knowledge on how to effectively implement formalised strategic planning process and elaborate a three-year strategic plan of the institution. Strategic plan was a legal requirement in accordance to the Law on Budgets and it should have been submitted to the Ministry of Finance in several months. Senior expertise was mobilized from Swedish, Polish, and French institutions. Partner institution along with the experts developed strategic plan and officially started its implementation.
Development of counselling standards and services for children and youth at risk
The Ministry of Labor and Social Policy requested development of counselling standards and services for children and youth at risk implemented in the institution of 25.maj in Skopje. The peer-to-peer technical assistance represented by Croatian, French and Czech expertise allowed to develop a methodology and standards for new services. These standards create an enabling environment for empowerment to the vulnerable youth, children and families at risk and will serve as a pilot project in the country with the possibility for multiplication.

Description
Experts from Lithuania, Austria, Spain and France, mobilised by SOCIEUX+, collaborated with the State Labour Inspectorate (SLI) of North Macedonia to identify organisational gaps and formulate recommendations for optimising human resources management. Following an initial functional analysis of HR management within SLI, experts worked with their peers on two main components: the review, reformulation and standardisation of job descriptions used for recruitment and management purposes; and the matching of job profiles to organisational objectives as well as to objectives linked to the deployment of the labour inspection mandate of SLI.
Improving the linkage between cash benefits and social services and the specific needs of persons with disabilities (PwDs)
The Ministry of Labour and Social Policy sought to enhance the system that links cash benefits and social services to the individual needs of persons with disabilities (PwD). The initiative focused on crafting a personalized approach to entitlements, ensuring that the benefits and services, including income replacements and long-term care benefits, are appropriately aligned with the needs of PwDs. Experts from Austria, Germany, Romania, and Slovenia provided relevant EU countries’ examples of tools and scales for individual needs assessment and linkage, while developing recommendations for the reinforcement of the legal framework existing in North Macedonia.
