This report presents a number of primary support measures to businesses and workers taken by EU member states in their early and medium-term response to the crisis, such as policies and practices to retain work, protect the workers or support business continuity. The report outlines governance changes in the delivery of employment services and the increasing importance of digitalisation on labour markets.
