- Description
- In September 2020, the Government of Antigua and Barbuda passed the National Social Protection Act. This Act represents a shift in the Government’s approach to social protection, from a focus on poor relief, to a social protection sector committed to a rights-based approach and attainment of Universal Social Protection (USP). To support the implementation of the 2020 Social Protection Act, the Government also developed a National Social Protection Policy to shape the intention of social protection sector reform. The key aspiration of the Policy is to achieve Universal Social Protection. The Policy is joined by an Action Plan that identifies activities to be undertaken in the short term (1-3 years), medium term (4-7 years) and long term (8+ years). In this framework, the Department of Social Policy, Research and Planning of the Ministry of Social Transformation, Human Resource Development and the Blue Economy has expressed the need to undergo a functional review, with the aim of improving service delivery and efficiency, and for its staff to receive training/individual capacity building in order to strengthen effectiveness with which policies are translated into actions and outcomes. In that context, experts from Belgium and Croatia achieved a functional review of the Department.
