- Through the collaboration among peers and the presentation of European and international cases and good practices related to the set-up and development of an international research and training institution, experts from Italy and Slovenia developed and transferred a working methodology aimed at building a multi-year strategic plan. As a result of the action, the newborn Institute of Social Protection of the East and Central Africa Social Security Association (ECASSA), whose role is to develop knowledge and offer capacity-building opportunities for the staff of the social security organizations adhering to ECASSA, is endowed with a strategic plan based on extensive consultations and taking into account key areas of organizational development.

- The East and Central Africa Social Security Association (ECASSA) brings together social security entities in the African subregion. The Association runs an Institute for Social Protection (EISP) to offer vocational training for professionals of the organizations in charge of social protection in ECASSA member countries. The experts from French institutions provided both academic and IT expertise to outline the main requirements and specifications for a new information management system on the Institute and developed a set of guidelines of for the implementation of IT solutions for the management of the IESP.

- The action aimed at supporting the Directorate for the Promotion of Entrepreneurship and Employment (DPEE) of Benin and other agencies under supervision of the Ministry of Labour in improving its performance, managerial capacity and ability to deliver services in the field of entrepreneurship and employment promotion. French peer experts focused on analyzing specific needs and gaps and identified four axes for trainings, to be implemented through the following activities. Trainings targeted both the managerial and organizational capacities of decision-makers and technical agents within the Ministry, and capacity development at the 'operational' level of the various key actors in the promotion of entrepreneurship and employment services.

- The National Agency for the Promotion of Employment (ANPE) of Togo aimed, through this action, to acknowledge possible concrete measures to accompany young people towards green jobs. At first the employability potential of the youth in green jobs has been assessed; in particular, possible skills deficits and gaps between the demand for new or adapted qualifications for green jobs and the current offer of vocational training were identified. On this basis, experts supported the partner in initiating a dialogue with the training institutions to start adapting the training offer to the potential of Togolese organic agriculture. The final activity resulted in a methodology to develop training curricula in the sector of organic agriculture. Participants came. Throughout the Action, experts from France and the Netherlands engaged with peers from the ANPE and various vocational training institutions to identify capacity needs for the green economy as well as to let emerge a network of public and private actors active in the promotion and training on green jobs.

- The Ministry of Labour, Public Administration and Social Affairs of Benin wanted to address, with the support of SOCIEUX-mobilized public experts, the challenge of successfully promoting decent employment opportunities among the youth. The French experts mainly provided an assessment of the current policy framework for youth employment promotion, as well as specific recommendations, mostly aimed to operate a reorganization of the Fonds National d’Action Sociale (FNAS) and strengthen the capacity of its staff. FNAS finally adopted the co-constructed strategy and its staff became more familiar with monitoring and evaluation tools applied to initiatives aiming at youth’s employment promotion.

- This action is part of a series of actions in partnership with the Ministry of Labour and Employment Promotion (MTPE) of Peru, in the area of labour and employment. In this circumstance, the action focused on ways to enhance competences and employability skills of the national workforce through vocational education and training (VET). French experts first carried out a functional and organizational analysis of the three sectorial committees created to establish occupational profiles in order to reinforce labour matching process. A training workshop then looked into mechanisms for promoting the participation of the productive sector in the definition of training and education policies. Overall, the action contributed to sensitize relevant partner’s teams to the challenges ahead in the implementation of a national qualifications’ framework and the need to reinforce basic and transversal competences through VET.

- The action was articulated in three activities to support to the Colombian Public Employment Service (UAESPE) to provide quality support and services to the employers and entrepreneurs in order to better match labour market demand and labour supply. The mobilized experts came from France and Spain. The first activity resulted in a detailed diagnosis of service delivery and organization. Secondly, a training session for UAESPE’s business managers led to a better understanding of the minimum standards of intermediation services, with particular attention to challenges deriving from the diversity of the profiles of jobseekers. Finally, UAESPE had to establish a communication plan; experts provided guidance on how to create a brand image and how to formulate strong messages for key audiences. Additionally, indicators to measure the impact of media campaigns and other communication initiatives were developed.

- The Agence Nationale pour l'emploi (ANPE) of Benin required SOCIEUX+ technical support to set up a ‘training and skills’ development plan to empower its intermediation services in 12 local agencies. The first mission was dedicated to a systemic and organizational diagnosis of the ANPE. The second activity was oriented to the definition and elaboration of a training plan for employment counsellors dealing with jobseekers, companies, and the self-employed, and for the heads of local agencies. The third activity focused on the services delivered by counsellors to jobseekers, namely, how to conduct a counselling interview). Finally, experts delivered a remote training workshop intended to give counsellors the right tools to strengthen their relationships with private firms and to meet employers' recruitment needs. All experts mobilized came from public entities, notably public employment services, of Belgium and France.
