    The Peruvian National Council for Labour and Employment Promotion submitted a Request for remote technical cooperation on COVID-19, with the objective to strengthen the capacities of the social actors and officials responsible for promoting the regional and national social dialogue, handling new methodological and technical tools. The Spanish peer experts’ support focused on social dialogue as a mean and a process to address work-related problems generated by COVID-19, mitigating the possible consequences of failing businesses, job losses and possible limitations of labour rights.

    Description
    The Action aimed to support the regional government of Loreto to promote opportunities for decent green jobs. It focused on the potential of public-private mechanisms for the sustainable development of Loreto's forestry sector with the generation of green, formal and decent jobs for the local youth. The Regional Direction of Employment chose to join an existing Regional Forestry Roundtable. Experts from France, Germany and Spain mapped the value chains of the forestry sector, made an analysis of the needed professional skills to access quality green jobs. In that perspective, experts formulated a proposal for a pilot training programme for young people, that could act as a catalyst for creating employment opportunities in the regional forestry sector.

    Dual Training is the set of actions that aims to provide the apprentice with a professional qualification that combines the formal vocational training with the practice in a company, thereby involving the companies in active training in order to facilitate the labour insertion of the apprentices. The General Directorate for Vocational Training of the Ministry of Labour and Employment Promotion has deployed with the mobilized experts from Portugal and Spain a progressive approach that first assesses the current Dual Training opportunities and, on this basis, develops proposals for reinforcing this public-private partnership aimed to increase youth employability.

    Description
    This technical cooperation action has allowed to deepen the Partner’s understanding of the possibilities (and the difficulties) linked to the promotion of micro-insurance for providing essential coverage to uninsured workers. A specific target population has been indicated by the Ministry of Labour and Employment Promotion of Peru as main target group: the dockers of the agricultural market of La Vitoria, in the outskirts of Lima. Experts’ teams – from France, Italy and Spain - have met and discussed with the representatives of the dockers and their unions, in order to explore whether the option of a micro-insurance that meet basic-coverage needs with regards to pensions and the risk of running into working-related sickness or accidents, could represent a suitable option for the workers. Experts also met with private micro-finance organizations in order to explore the actual micro-insurance plan that could be proposed to the dockers.

    Description
    SOCIEUX+ has addressed the needs formulated by the Ministry of Labour and Employment Promotion of Peru in view of improving labour insertion of persons with disabilities. The action strategy has addressed three dimensions. Firstly, experts from Spain assessed the current Department’s tools and policies aimed at promoting employment among persons with disabilities. Secondly, they provided capacity building for key partner staff, particularly regarding the setup of appropriate communication channels. Finally, experts accompanied the partner’s efforts to reinforce public-private partnerships, namely to involve private firms in strategies aimed at meeting the needs of the target population and to promote their labour insertion.

    The Ministry of Labour and Employment Promotion of Peru requested SOCIEUX+ support in view to enhance its capacity to assess the quality and impact of vocational education and training (VET) programmes deployed at the regional level, as the competences, obligations and responsibilities for the design, implementation and evaluation of VET are entirely transferred to the Regions. Mobilized experts from France and Spain have first carried out an inventory and a characterization of the VET existing initiatives. They have thus elaborated a system for monitoring the VET initiatives based on three levels: macro (responding to national priorities and regulations), meso (conceiving a practical role for regional officers to intervene in the deployment of VET), and micro (in relation with private firms and companies supplying employment opportunities).

    The General Directorate of Vocational Training of the Ministry of Labour provides training in Basic and Transversal Skills (renamed employability skills) to boost the employability of young people.     The Ministry of Labour and Employment Promotion (MTPE) has the responsibility for conducting negotiations on bilateral and/or multilateral social security agreements and acts as a liaison body with regard to requests for information on the nationals of the contracting parties concerned by such agreements. Skills and knowhow required to negotiate effective and appropriate social security agreements strengthened among the staff of the MTPE’s require good knowledge General Office for Cooperation and International Affairs. Mobilised experts trained their Peruvian peers in key concepts of which’s knowledge would prepare them to face the challenges of the complex and lengthy negotiations drafting of agreements, in particular on social protection floors, minimum content of social security agreements and the implementation of such agreements.

    This action is part of a series of actions in partnership with the Ministry of Labour and Employment Promotion (MTPE) of Peru, in the area of labour and employment. In this circumstance, the MTPE aimed to address the lack of reliable data needed to take informed decision on the labour market. Experts from France and Spain presented EU member states’ labour market information systems. They also helped the partner to review the indicator system for monitoring national employment policies. A significant part of the peers’ interaction was dedicated to the characterization of the Peruvian labor market. The discussions also dealt with informal labor indicators based on administrative records and surveys, underemployment indicators, gender and youth indicators, labor quality assessment, decent work. Lastly, attendants focused on statistical and econometric methods applied to small geographic areas, dealing notably with the use of Big Data and Machine Learning.

    This action is part of a series of actions in partnership with the Ministry of Labour and Employment Promotion (MTPE) of Peru, in the area of labour and employment. In this circumstance, the MTPE aimed to formulate a sectoral plan to promote the ‘green economy’ and ‘green jobs’. Experts from Germany, Italy and the Netherlands shared technical inputs, key-concepts and European and regional good practices with civil officers from the MTPE, other relevant Ministries, and local governments and communities. The main outcome of the action was a better understanding by local partners of the economic, occupational, social and environmental potential of the green economy, including in terms of employment.

    This action is part of a series of actions in partnership with the Ministry of Labour and Employment Promotion (MTPE) of Peru, in the area of labour and employment. In this circumstance, the MTPE aimed to foster the implementation of the teleworking modality and to increase the understanding of private companies and public entities about this modality. Different issues related to employment and working conditions for employees involved in teleworking were discussed as well as the views of the social partners and European government policies on this form of work. The current national legislation on this labor modality has been examined jointly with national experts from the Netherlands and Spain. Possible initiatives to support the implementation of the telework promotion plans have been discussed.

    The outcome of the action relates to the development of individual capacities of staff of the Ministry of Labour and Employment Promotion (MTPE) of Peru with regards to the conduct of bilateral negotiations for the establishment of social security conventions. It has regarded several dimensions of bilateral conventions, from the legal and technical spheres, up to the negotiations techniques and the follow-up of the implementation of the convention. In particular, the Partner wanted to get detailed information on social security systems in countries – such us Germany and Belgium – with which bilateral negotiations were ongoing. The Partner’s relevant staff has proactively interacted with experts, thus generating a peer-to-peer exchange of knowledge, and received detailed information and data on the two distinct social security systems.

    This action is part of a series of actions in partnership with the Ministry of Labour and Employment Promotion (MTPE) of Peru, in the area of labour and employment. In this circumstance, the action focused on ways to enhance competences and employability skills of the national workforce through vocational education and training (VET). French experts first carried out a functional and organizational analysis of the three sectorial committees created to establish occupational profiles in order to reinforce labour matching process. A training workshop then looked into mechanisms for promoting the participation of the productive sector in the definition of training and education policies. Overall, the action contributed to sensitize relevant partner’s teams to the challenges ahead in the implementation of a national qualifications’ framework and the need to reinforce basic and transversal competences through VET.

    The primary outcome of the action has been to position the Directorate for Social Security of the Ministry of Labour and Employment Promotion (MTPE) of Peru in the policy area of extending social protection to atypical workers. The report prepared by the experts from France and Spain was meant to constitute a piece of comparative knowledge to feed the institutional debate. The peer-to-peer dialogue allowed to broaden the horizon of the debate and reflection on the state of social protection of independent workers and workers of small and medium enterprises in Peru, but also to formulate a policy report which puts forward reasonable tools and approaches for advancing social protection in the area of atypical work.
