    Description
    Vietnam Social Security (VSS) is a government agency under direct guidance of the Prime Minister to implement social security policies nation-wide and manage associated funds. A Human Resources Development(HRD) Plan of the VSS provides a structured framework to ensure that the capacities of the VSS staff and organisational measures meet the demands of a social security system in constant expansion in scope and complexity. However, challenges have also grown in reforming existing structures as expansion continues and business processes of the VSS evolved. Mobilised experts and their Vietnamese peers in a first step situational analysis and quick review and assessment of the implementation of the existing HRD Plan and other associated measures at the VSS. This required a review of business processes of the VSS. As a result of this joint work an inter-department working group on HRD was established. In a second step, mobilised experts also proposed and transferred practical knowledge on internal peer-groups for driving HRD at the VSS.
