- Experts from Finland, Lithuania, Romania and the United Kingdom first assessed the competences and analytical tools available to the Scientific Research and Training Center on Labour and Social Problems of Azerbaijan to conduct research and policy advise on social security matters, particularly that of access and inclusion of persons with disabilities. A training of researchers presented indicators for measuring accessibility and inclusion and how state policies respond to the specific needs of persons with disability.

- French experts accompanied by regional experts from Cameroon and Madagascar assessed the Income-generating Activities (AGRs) programme of the Fonds Nationale d'Aide Sociale (FNAS) of Gabon, as well as the capacity building needs of its staff. Strategic and technical support was provided to the elaboration of the FNAS’ plan of action for 2021, followed by a strategic orientation to the definition of corporate long-term objectives. The third activity focused on the formulation of a Logical Framework mirroring the three axes of the strategic orientation, namely: Governance, strategic approach and framework of actions; Financial capacity and autonomy; Development of operational modalities and FNAS procedures for AGRs. A final training clarified ways for FNAS staff to play a role in implementing the objectives and expected results of the new Logical Framework.

- The action started with a situational analysis and quick assessment of the human resources development strategy and practice within the partner institution, Vietnam Social Security (VSS). Based on the findings, experts from France, Germany and the Netherlands proposed an organizational approach, based on peer groups, to change the management of VSS on matters relating with human resources and internal skills development, research, and analysis.

- The action was instrumental to present to the Ministry of Empowerment, Social Welfare, Youth, Women and Children of Zanzibar a relevant European experience in establishing and managing Universal Social Pensions. Experts from Germany, the Netherlands, South Africa and Spain provided technical advice on what is affordable for Zanzibar in relation to its policy, fiscal, and demographic environment. They particularly focused on the information management system needed to deploy a social pensions scheme. They helped to draft an implementation plan, then supported the development of a project proposal and the technical specifications needed to develop a management information system.
