- This action built on previous technical support provided by the ILO Caribbean to the Ministry of Labour of Suriname, notably on building the capacities of staff to enhance the outreach to employers. The action delivered technical support in two steps. First, the actual integration of the Public Employment Service network into the policy framework targeting improved labour market intermediation was assessed by Belgian and Dutch experts. Then, experts from Belgium and France organized and delivered training to the staff of the Ministry of Labour and of local PES addressing the most prominent capacity and organizational needs (relating to outreach and communication with employers and job-seekers) as to improve the provision of support services tailored to employers’ needs.

- The Labour Market Observatory of Cabo Verde requested support on elaboration of its strategic development plan. Experts from France and Italy mobilized for this action supported the Observatory to identify strengths and challenges, better understand the environment and stakeholders involved into labour market research and evolution, find its value added, define a mandate, chose thematic scope of interventions for the next five years and formulate a development strategy. Training activities reinforced the capacities of Observatory’s Technical Unit staff to implement the strategic plan. The action was completed by a seminar where the Strategic development plan was presented to Observatory’s potential partners.

- SOCIEUX+ partnered with a local authority (the Municipality of Girardota) to provide policy advice for the promotion of decent work opportunities in the local labour market. Spanish experts helped the partner to identify the challenges and bottlenecks faced by the municipal Public Employment Service in promoting decent work. As a result, the municipality of Girardota elaborated and adopted a municipal policy for the promotion of decent work, articulated on a few key areas: enhancing employability through VET, fostering entrepreneurship, socio-labour support to vulnerable groups. In addition, indicators for monitoring and evaluation of the policy were jointly developed.

- The action served the purpose of increasing the efficiency and visibility of the Guinea’s Agency for Employment Promotion (AGUIPE) in order to enable it to address the high rate of youth unemployment, especially among the graduated youth and those who benefitted from vocational education and training (VET). Two initial activities allowed French experts to carry out a systemic and organizational diagnosis of AGUIPE and to formulate recommendations in order to strengthen, develop and diversify AGUIPE's services. Finally, experts from Belgium and France have assessed the digital tools available to AGUIPE to promote its role and the services provided, particularly the website and the use of digital media as vehicle of communication towards large constituencies.

- The Agence Nationale pour l'emploi (ANPE) of Benin required SOCIEUX+ technical support to set up a ‘training and skills’ development plan to empower its intermediation services in 12 local agencies. The first mission was dedicated to a systemic and organizational diagnosis of the ANPE. The second activity was oriented to the definition and elaboration of a training plan for employment counsellors dealing with jobseekers, companies, and the self-employed, and for the heads of local agencies. The third activity focused on the services delivered by counsellors to jobseekers, namely, how to conduct a counselling interview). Finally, experts delivered a remote training workshop intended to give counsellors the right tools to strengthen their relationships with private firms and to meet employers' recruitment needs. All experts mobilized came from public entities, notably public employment services, of Belgium and France.
