    Description
    Mauritania’s Agence National pour la Promotion de l'emploi des Jeunes aimed, through this Action, to introduce soft-skills considerations into its strategies and tools for promoting youth employment. In the Partner’s look, a fair integration of soft-skills into employment portion strategies is indeed key to extend employability to persons that might not have formal strong education or professional background. SOCIEUX+ response has been incremental, starting from building a consensual definition of soft-skills among relevant employment stakeholders; on this agreed basis, a toolkit for employment counsellors to enhance job-seekers’ employability based on the development, or the valorization, of (existing) soft-skills. Along French experts, Belgium’s FOREM provided peers’ support, including through remote e-learning of employment promotion agents.

    The Directorate General for Employment of the Ministry of Employment, Youth and Sports of Mauritania requested SOCIEUX+ to formulate an organization audit and address the most needed gaps in terms of individual capacities. Following the assessment, a cycle of trainings has primarily targeted management strategies and human resources development. Among the topics covered by the training sessions were managers’ compliance with the organizational strategy, change management and female leadership.

    The Action responded to the partner’s need to have available strategies and practices apt to enhance entrepreneurship’s skills through training to young entrepreneurs. Experts from Belgium and France assessed the existing entrepreneurship support ecosystem and defined of a roadmap for setting up comprehensive training services for young entrepreneurs and training of trainers/coaches. The further activities were dedicated to jointly build training modules of the curriculum in entrepreneurship, and to deploy a 5-days training of trainers on entrepreneurship for the partner’s agents.

    SOCIEUX+ has addressed the needs formulated by the Ministry of Labour and Employment Promotion of Peru in view of improving labour insertion of persons with disabilities. The action strategy has addressed three dimensions. Firstly, experts from Spain assessed the current Department’s tools and policies aimed at promoting employment among persons with disabilities. Secondly, they provided capacity building for key partner staff, particularly regarding the setup of appropriate communication channels. Finally, experts accompanied the partner’s efforts to reinforce public-private partnerships, namely to involve private firms in strategies aimed at meeting the needs of the target population and to promote their labour insertion.

    The local government of the Area Metropolitana del Valle de Aburrá in Colombia wished to reduce skills mismatch and bottlenecks in the labour market at regional level through efficient labour intermediation. Experts from France and Spain mobilised by SOCIEUX+ conducted, together with the partners, an assessment of the services provided to job seekers by the relevant regional entities. They then shared suggestions based on European models during a workshop that brought together local authorities and labor-market stakeholders.

    Description
    The Social Security Commission Development Fund (SSC-DF) is a Government-owned institution mandated to design and operate several social insurance schemes that cater for matters such as maternity leave, occupational injuries, extended sick leave, medical cover and retirement benefits. It also has a non-contributory branch which acts as a labour market institution to promote employability and stimulate employment creation. The SSC-DF aspires at becoming the leading agency for social security and insurance in Namibia. The original objectives of the action were to support the extension of the coverage of social protection to the informal economy, and to explore the feasibility of setting up a national internship and/or apprenticeship programme, helping to bridge the transition from school to work for recent graduates. Upon an assessment mission which reviewed and provided the SSC-DF with recommendations on how to address the existing political and institutional processes associated with the extension of social protection coverage to the identified target groups. The needs however to implement these recommendations were beyond sole short-term technical assistance as what SOCIEUX could provide alone.

    The Ministry of Labour, Employment and Social Security (MTEySS) is answerable to the Executive, whose mission is to provide citizens in its areas of competence. It is part of the governmental administrative structure for the implementation of public policies in the fields of labour and social security. It proposes, designs and administers policies in all areas of work, employment and labour relations, vocational training and social security. To build a common strategy with trade unions in order to tackle challenges faced by workers in a context of invisibility and high social vulnerability, the Ministry and social partners established the Vincente López Centre - “Centro de Formación para los Trabajadores y Empresarios de América Latina”. The Centre is unique in Latin America, being the first training centre dedicated to strengthening the capability of trade-union delegates and leaders of employer’s organisations in order to develop regional training strategies, to promote decent work and to enhance social dialogue. As part of the inauguration of the Centre a 5-day seminar was organised with the support of SOCIEUX+. This was the first official training session hold at the Centre. SOCIEUX+ mobilised European but also regional expert trainers to interact with representatives from the Confederation General de Trabajo, the Union Industrial Argentina and Technical experts and decision-makers of the MTEySS. The experts addressed key issues for informal sector policy making such as labour information systems, social dialogue and transition towards formality.
