    Description
    The Organic Law on Disabilities and the Labour Code of Ecuador establishes a mandatory quota of labour inclusion of persons with disabilities for the public and private sector with a minimum payroll of 25 workers. The Ministry of Labour of Ecuador, as the governing body of public policies in the labour field, needs to establish synergies between the supply and demand of employment in the country, through the development of innovative regulations that promote and facilitate the hiring of people with disabilities. Spanish experts mobilised by SOCIEUX+ contributed to the elaboration of a Diagnosis to know the degree of inclusion of people with disabilities in the Public Employment Service of the Ministry, and guidelines and recommendations were built to mainstream the disability approach. All of this was complemented with direct training for the institution's workers, especially labour inspectors for the regulation of companies on this topic.

    In collaboration with the Union Nationale des Travailleurs du Mali (UNTM) and the ILO, this initiative, conducted online, enhanced capacities in conducting professional elections and establishing a normative and regulatory framework. Expertise from Belgium was enlisted to showcase best practices in professional elections during a weeklong seminar. Following the seminar, the Malian Labour Ministry assumed responsibility for drafting an electoral code, incorporating input from social partners. Subsequently, experts mobilized by SOCIEUX+ provided comprehensive feedback on the draft.

    Through collaboration with the Ogun Bureau of Job Creation in Nigeria, this initiative, executed remotely, significantly enhanced the capabilities of the Bureau staff in delivering Public Employment Services (PES). By conducting an organizational capacity assessment, French PES experts identified areas where job counselors required additional training. Subsequently, Spanish and Slovenian experts developed tailored training modules utilizing the SOCIEUX+ e-learning platform. These modules concentrated on essential aspects such as managing a PES service, fostering employer relationships and partnerships, and effectively communicating the services provided by the bureau to the public.

    To better implement the national policies on youth employment, the National Employment Authority (NEA) solicited SOCIEUX+ cooperation to support them to create a pilot one-stop-shop in employment services for youth in Thika, that could be replicated nation-wide in case of success. This SOCIEUX+ action focused on developing a strategy to set up this pilot one-stop-shop by first realizing a diagnostic of the National Employment Authority (NEA) for the establishment of Thika’s one-stop-shop, focused on youth, then by jointly developing an operational strategic plan for the creation of the pilot one-stop-shop in Thika. The 3rd activity focused on developing a toolkit on youth counselling activities for job counsellors in Thika. The action mobilized Belgian and Swedish expertise.

    The Center for Agricultural Training (CFA) of the Eastern Agricultural Chamber (CAO) of Bolivia was expected to take off in 2022 towards a modern professional training model tailored to the needs of agricultural producers and workers. The CAO was committed to work on the Institutional systematization of the CFA to ensure their services could reach most associates and meet the basic requirements of a training entity. Collaboration with experts from Spain and France through SOCIEUX+ was pivotal in providing resources and expertise for long-term sustainability of the CFA. An extensive organizational assessment led to the creation of an operational plan and a collaborative effort to design a pedagogical model for the CFA. Additionally, a comprehensive monitoring and evaluation system was established to ensure the effectiveness and quality of the training programs.

    The National Employment Agency (ANOFM), the public employment service of Moldova, seeks to provide better and more specialized support to young people who are not in education, training, or employment (NEET), a big and particularly vulnerable group far from labor and often missed by public services, who need a targeted approach and tailor-made accompaniment. As a result of the joint action of SOCIEUX+ and ANOFM first, the assessment was conducted concerning the situation in Moldova and the needs of the ANOFM to reinforce the services provided to this group of users, then some tools were proposed, with a specific focus on coordination mechanisms to ensure global comprehensive accompaniment of beneficiaries, and on operational work of job counsellors via capacity building sessions. At all stages of cooperation, EU good practices were shared by the experts from Belgium, Latvia, France, and Sweden and discussed from the point of view of their relevance for Moldova context.

    This ambitious action, in partnership with the Department of Continuing Professional Training of the government of New Caledonia, is at the crossroads between employment of young and vulnerable persons, limiting rural exodus, climate resilience and food self-sufficiency. The goal of this action was to elaborate a need-based strategy to support agroecological value-chains, by encouraging traditional know-how and acquired skills of members of the Kanak communities and leveraging on traineeship opportunities for women and youth. Experts from Belgium and France produced a thorough diagnosis of the governance of the agroecological sector, a mapping of ongoing green economy projects in place, an action plan to promote green jobs, and a skills reference system for young rural workers to have better access to trainings in agroecology.

    Mauritania’s Agence National pour la Promotion de l'emploi des Jeunes aimed, through this Action, to introduce soft-skills considerations into its strategies and tools for promoting youth employment. In the Partner’s look, a fair integration of soft-skills into employment portion strategies is indeed key to extend employability to persons that might not have formal strong education or professional background. SOCIEUX+ response has been incremental, starting from building a consensual definition of soft-skills among relevant employment stakeholders; on this agreed basis, a toolkit for employment counsellors to enhance job-seekers’ employability based on the development, or the valorization, of (existing) soft-skills. Along French experts, Belgium’s FOREM provided peers’ support, including through remote e-learning of employment promotion agents.

  • Modernization of the management of public administration recruitment in the civil service regime of Costa Rica

    Through this first Action in partnership with the Dirección General De Servicio Civil of Panama, SOCIEUX+ helped the Partner to reform the process of selection of the personnel of public administrations. Public experts from Spain first looked into the processes of recruitment and selection of the public administration staff, for then putting forward an alternative model focusing on knowledge tests. In the framework of the Action, a test of the new model was done through a pilot project, duly assessed at the end of the cooperation with SOCIEUX+. The latter ultimately provided technical ground and proposed specific models to contribute to the selection of civil servants with a knowledge-based, soft-skilled, meritocratic approach.

    The Ministry of Labour requested SOCIEUX+ support to strengthen the capacity of the Ecuadorian Public Employment Service (PES - Encuentra Empleo) to offer quality advice and services to employers and to stimulate more companies to use the PES. The support provided by SOCIEUX-mobilized experts from public employment services of France, Spain, and Sweden has therefore focused, from one side, on a critical analysis functional to the improvement of services available to employers and, on the other side, on the development of a communication strategy to outreach employers. On-line workshops were delivered to present good practices of EU PES and their approaches to and means of communication with employers, as a basis to co-draft a strategy and a communication plan that help Encuentra Empleo to strengthen its the relationship with employers. Finally, experts addressed individual capacity needs on the same topic, by outlining a training plan and delivering short training modules to agents in charge of relations with employers.

    The Action aimed to contribute to eliminate child labour by strengthening the inspection process run by the Ministry of Labour. In this perspective, experts from France and Spain analyzed the actual practices of the Ministry’s Labour Inspectorate and provided recommendations to reinforce interventions targeting the eradication of child labour. The logic of intervention encompassed awareness considerations, thus information sharing and training sessions aimed to sensitize labour inspectors, by presenting and clarifying existing applicable legal regulations, and showcasing European practices for the protection of the rights of children and adolescents.

    The online conference « Les soft skills : un enjeu stratégique pour développer l’employabilité des jeunes » organized by the National Agency for Employment of Togo together with SOCIEUX+ and the YouMatch Global Initiative on innovative employment services for youth funded by German cooperation agency GIZ gathered more than 80 participants from 15 African and EU countries to discuss how soft skills – or life skills and competences that are necessary to enter, to maintain and/or change employment, but that cannot be confirmed by formal working experience or diplomas (unlike technical skills) – are changing the labour market of the future and how public employment services can take the advantage of this emerging concept to reinforce the employability of vulnerable groups, including young people, rural population of women.     The Action responded to the partner’s need to have available strategies and practices apt to enhance entrepreneurship’s skills through training to young entrepreneurs. Experts from Belgium and France assessed the existing entrepreneurship support ecosystem and defined of a roadmap for setting up comprehensive training services for young entrepreneurs and training of trainers/coaches. The further activities were dedicated to jointly build training modules of the curriculum in entrepreneurship, and to deploy a 5-days training of trainers on entrepreneurship for the partner’s agents.

  • Social dialogue and public-private partnerships for green jobs in the Forestry sector of Loreto

    The Action aimed to support the regional government of Loreto to promote opportunities for decent green jobs. It focused on the potential of public-private mechanisms for the sustainable development of Loreto's forestry sector with the generation of green, formal and decent jobs for the local youth. The Regional Direction of Employment chose to join an existing Regional Forestry Roundtable. Experts from France, Germany and Spain mapped the value chains of the forestry sector, made an analysis of the needed professional skills to access quality green jobs. In that perspective, experts formulated a proposal for a pilot training programme for young people, that could act as a catalyst for creating employment opportunities in the regional forestry sector.

    The Organization of persons with disabilities “Ravenstvo” (Equality) is committed to the improvement of the situation of persons with disabilities in Kyrgyz Republic, their autonomy and equal participation in all spheres including labour market. Supported by the Ministry of Labour and Social Protection, Ravenstvo worked together with the experts from Latvia, Lithuania, Finland and Portugal mobilised by SOCIEUX+ to develop a project of a university disability-friendly career center for students of secondary and higher education. A study visit to Finland provided Kyrgyz partners from the ministry, civil society and universities with practical understanding of how education and labour market integration works in the EU.

    The National Agency for the Promotion of Employment (ANPE) of Togo aimed, through this action, to acknowledge possible concrete measures to accompany young people towards green jobs. At first the employability potential of the youth in green jobs has been assessed; in particular, possible skills deficits and gaps between the demand for new or adapted qualifications for green jobs and the current offer of vocational training were identified. On this basis, experts supported the partner in initiating a dialogue with the training institutions to start adapting the training offer to the potential of Togolese organic agriculture. The final activity resulted in a methodology to develop training curricula in the sector of organic agriculture. Participants came. Throughout the Action, experts from France and the Netherlands engaged with peers from the ANPE and various vocational training institutions to identify capacity needs for the green economy as well as to let emerge a network of public and private actors active in the promotion and training on green jobs.

    The Ministry of Labour and Employment Promotion of Peru requested SOCIEUX+ support in view to enhance its capacity to assess the quality and impact of vocational education and training (VET) programmes deployed at the regional level, as the competences, obligations and responsibilities for the design, implementation and evaluation of VET are entirely transferred to the Regions. Mobilized experts from France and Spain have first carried out an inventory and a characterization of the VET existing initiatives. They have thus elaborated a system for monitoring the VET initiatives based on three levels: macro (responding to national priorities and regulations), meso (conceiving a practical role for regional officers to intervene in the deployment of VET), and micro (in relation with private firms and companies supplying employment opportunities).

    Georgia main social Ministry has cooperated with SOCIEUX+ in view to improve labour standards, enhance safety in the labour environment, and to prevent the violation of dignified working conditions. A single activity was implemented by a team of three experts – from Poland, Hungary, and France. Main topics presented during the interventions related to the cost-benefits of applying occupational safety and health measures, what these measures should be about, how the systems of norms should be managed, and the importance of a tripartite dialogue. The action resulted in a transfer of knowledge and gave the partner’s staff the opportunity of a genuine peer-to-peer exchange on matters of its competence.

    The request from the Ministry of Labour and Social Security (MTSS) of Uruguay focused on developing knowledge and skills for the promotion of green jobs for young people, identifying tools and good practices for their incorporation into the policy and organizational arrangements of the MTSS, of local governments, of the related directorates/regional offices and other agencies working at the promotion of green jobs’ opportunities for young people. The SOCIEUX+ intervention was part of the PAGE Uruguay Program, to which the ILO participates. Experts from Belgium and the Netherlands supported the deployment of two distinct workshops on Green employment strategies for young people, sharing experiences mainly of EU countries. The action gave the MTSS the opportunity to advance policy dialogue and create synergies with other ministries (Education and Industry) in view to improve the circular economy and to promote green jobs among the youth, though adapted curricula and vocational training.

As a result, the municipality of Girardota elaborated and adopted a municipal policy for the promotion of decent work, articulated on a few key areas: enhancing employability through VET, fostering entrepreneurship, socio-labour support to vulnerable groups. In addition, indicators for monitoring and evaluation of the policy were jointly developed.

    Within the Framework of Pakistan’s membership in the South Asian Association of Regional Cooperation (SAARC), the Provincial Government of Punjab organised a three-day Ministerial-level conference under the theme "South Asia Labour Conference" (SALC) with support of the Federal Government of Pakistan. SALC’s objective was to bring together representatives of labour and social affairs ministries from the Federal Government of Pakistan and the SAARC countries, representatives of employer and worker organisations, civil society, selected dignitaries from neighbouring countries and EU representatives in a first step towards regional collaboration to promote labour productivity and improve working conditions and rights in the region. The SALC brought together 250 representatives of the concerned ministries and other stakeholders from Pakistan and SAARC. A SOCIEUX mobilised expert participated in two technical sessions of the Conference, providing a contribution on the coordination of social security schemes for migrant workers within the EU. In particular, he illustrated topics such as like the EU migration context and common coordination principles and practices.

    Description
    The Social Security Commission Development Fund (SSC-DF) is a Government-owned institution mandated to design and operate several social insurance schemes that cater for matters such as maternity leave, occupational injuries, extended sick leave, medical cover and retirement benefits. It also has a non-contributory branch which acts as a labour market institution to promote employability and stimulate employment creation. The SSC-DF aspires at becoming the leading agency for social security and insurance in Namibia. The original objectives of the action were to support the extension of the coverage of social protection to the informal economy, and to explore the feasibility of setting up a national internship and/or apprenticeship programme, helping to bridge the transition from school to work for recent graduates. Upon an assessment mission which reviewed and provided the SSC-DF with recommendations on how to address the existing political and institutional processes associated with the extension of social protection coverage to the identified target groups. The needs however to implement these recommendations were beyond sole short-term technical assistance as what SOCIEUX could provide alone.

    French experts accompanied by regional experts from Cameroon and Madagascar assessed the Income-generating Activities (AGRs) programme of the Fonds Nationale d'Aide Sociale (FNAS) of Gabon, as well as the capacity building needs of its staff. Strategic and technical support was provided to the elaboration of the FNAS’ plan of action for 2021, followed by a strategic orientation to the definition of corporate long-term objectives. The third activity focused on the formulation of a Logical Framework mirroring the three axes of the strategic orientation, namely: Governance, strategic approach and framework of actions; Financial capacity and autonomy; Development of operational modalities and FNAS procedures for AGRs. A final training clarified ways for FNAS staff to play a role in implementing the objectives and expected results of the new Logical Framework.

    The Ministry of Labour, Public Administration and Social Affairs of Benin wanted to address, with the support of SOCIEUX-mobilized public experts, the challenge of successfully promoting decent employment opportunities among the youth.     This action is part of a series of actions in partnership with the Ministry of Labour and Employment Promotion (MTPE) of Peru, in the area of labour and employment. In this circumstance, the MTPE aimed to address the lack of reliable data needed to take informed decision on the labour market. Experts from France and Spain presented EU member states’ labour market information systems. They also helped the partner to review the indicator system for monitoring national employment policies. A significant part of the peers’ interaction was dedicated to the characterization of the Peruvian labor market. The discussions also dealt with informal labor indicators based on administrative records and surveys, underemployment indicators, gender and youth indicators, labor quality assessment, decent work. Lastly, attendants focused on statistical and econometric methods applied to small geographic areas, dealing notably with the use of Big Data and Machine Learning.

    This action is part of a series of actions in partnership with the Ministry of Labour and Employment Promotion (MTPE) of Peru, in the area of labour and employment. In this circumstance, the MTPE aimed to formulate a sectoral plan to promote the ‘green economy’ and ‘green jobs’. Experts from Germany, Italy and the Netherlands shared technical inputs, key-concepts and European and regional good practices with civil officers from the MTPE, other relevant Ministries, and local governments and communities. The main outcome of the action was a better understanding by local partners of the economic, occupational, social and environmental potential of the green economy, including in terms of employment.

In this circumstance, the MTPE aimed to foster the implementation of the teleworking modality and to increase the understanding of private companies and public entities about this modality. Different issues related to employment and working conditions for employees involved in teleworking were discussed as well as the views of the social partners and European government policies on this form of work. The current national legislation on this labor modality has been examined jointly with national experts from the Netherlands and Spain. Possible initiatives to support the implementation of the telework promotion plans have been discussed.

In this circumstance, the action focused on ways to enhance competences and employability skills of the national workforce through vocational education and training (VET). French experts first carried out a functional and organizational analysis of the three sectorial committees created to establish occupational profiles in order to reinforce labour matching process. A training workshop then looked into mechanisms for promoting the participation of the productive sector in the definition of training and education policies. Overall, the action contributed to sensitize relevant partner’s teams to the challenges ahead in the implementation of a national qualifications’ framework and the need to reinforce basic and transversal competences through VET.

    Prosperidad Social of Colombia requested SOCIEUX+ assistance in view of improving the architecture and data management system of the Sub-Directorate-General for the Elimination of Poverty. Experts from France and Spain carried out an initial mapping of the data structure associated with the UNIDOS program, and the data exchange flows between this entity and the rest of functional units. They further prepared a preliminary data model, identifying and characterizing the data relevant to the Sub-Directorate-General based on its use and its origin.     The Instituto para la Economia Social (IPES) of Bogotá provides care and attention to informal street vendors. This action served the purpose of setting up tools for the design, the management and the follow-up of policies related to training, work and employment of informal street vendors. French experts first assessed IPES’ current programme in favor of street vendors, including orientation counselling, vocational training, training on merchandising. Recurrent problems were identified, and assessment results presented and discussed with the partner and its teams. A set of preliminaries recommendations was formulated. Specific attention was given to evaluate the actions aimed at promoting entrepreneurship among street vendors.

    The action was articulated in three activities to support to the Colombian Public Employment Service (UAESPE) to provide quality support and services to the employers and entrepreneurs in order to better match labour market demand and labour supply. The mobilized experts came from France and Spain. The first activity resulted in a detailed diagnosis of service delivery and organization. Secondly, a training session for UAESPE’s business managers led to a better understanding of the minimum standards of intermediation services, with particular attention to challenges deriving from the diversity of the profiles of jobseekers. Finally, UAESPE had to establish a communication plan; experts provided guidance on how to create a brand image and how to formulate strong messages for key audiences. Additionally, indicators to measure the impact of media campaigns and other communication initiatives were developed.

    The action has supported the Ministry of Social Development of Panama to define the goals of poverty-reduction strategies in connection with the Multidimensional Poverty Index. Together with expert teams from France, Italy, Portugal, and Colombia, the Partner increase its staff’s understanding of multidimensional measurements and their relationship with the design of public policies. Furthermore, the methodology of microsimulation of multidimensional poverty goals was presented and the steps for its implementation in the STATA software were identified. Finally, a systematic review of the existing policy instruments for reducing poverty has been conducted, which helped to determine how they might be adapted in view to tackle multi-dimensional poverty. Particular attention was dedicated to the “Plan Cero Pobreza” and the development of multidimensional poverty-related indicators.

    The Agence Nationale pour l'emploi (ANPE) of Benin required SOCIEUX+ technical support to set up a ‘training and skills’ development plan to empower its intermediation services in 12 local agencies. The first mission was dedicated to a systemic and organizational diagnosis of the ANPE. The second activity was oriented to the definition and elaboration of a training plan for employment counsellors dealing with jobseekers, companies, and the self-employed, and for the heads of local agencies. The third activity focused on the services delivered by counsellors to jobseekers, namely, how to conduct a counselling interview). Finally, experts delivered a remote training workshop intended to give counsellors the right tools to strengthen their relationships with private firms and to meet employers' recruitment needs. All experts mobilized came from public entities, notably public employment services, of Belgium and France.

    The Ministry of Employment and Labour Relations of Ghana requested SOCIEUX+ assistance for improving its internal capacity and analytical tools devoted to analyse labour market dynamics as a way to bring forward informed employment strategies. Training provided by public experts from the United Kingdom and Portugal to Ghanaian officials targeted the development of the labour market information system (LMIS), while methods of evaluation of active labour market policies were presented. Experts also formulated specific recommendations on how to systematically improve the operation of public employment services’ (PES) centers, which play a capital role in promoting employment opportunities and creating the conditions to match labour demand and supply.
