Expert presentations and sharing of practices in the National Dialogue on Social and Solidarity Economy (SSE), with a specific focus on opportunities to promote decent work
As priority under the new government, the Ministry of Economy (MINECO) is willing to adopt a National Strategy on Social and Solidarity Economy (SSE), and is currently creating a Vice Ministry of SSE under the Ministry of Economy (MINECO). MINECO has requesting SOCIEUX+ support in this stage of conceptualization of SSE for Guatemala, and organized with that purpose and together with ILO and the EUD in Guatemala, a National Forum on SSE gathering key stakeholders of the SSE, in which high-level experts from France, Spain and Mexico shared their expertise and good practices on SSE from Europe and the region, and formulated policy recommendations to MINECO with key follow-up measures.

Description
In Guatemala, SOCIEUX+ supported the National Council for the Attention of Persons with Disabilities (CONADI) in advancing legal reforms to promote inclusive employment. Experts from Spain, Lithuania, and Ecuador assisted with the review of a legislative proposal and facilitated a national seminar with public institutions and civil society. The action helped generate consensus on key improvements to the draft law, particularly with regard to reasonable adjustments, affirmative action, and institutional coordination. It also strengthened CONADI’s role as lead advocate for disability inclusion, while introducing good practices from the EU and Latin America to support national dialogue on inclusive labour policies.
This action in partnership with the National Civil Service Office of Guatemala (ONSEC) aims to strengthen the technical capacities to provide an adequate response to the recognition of benefits under the passive class regime, reducing the response time in the recognition of pensions and preventing income interruptions. Expertise from Spain and Finland was mobilised by SOCIEUX+ for three activities focusing on: 1) analysing the current legal framework and proposing regulatory reforms to strengthen internal processes; 2) redesigning administrative procedures and service flows, identifying friction points and proposing solutions such as administrative simplification and multi-channel strategies; and 3) designing specific protocols for attention to the public and vulnerable public, and formulating institutional recommendations that reinforce the sustainability and coherence of the modernisation process.
Strengthen capacities for the analysis and evaluation of institutional actions aiming to increase employment opportunities for people in vulnerable situations
This technical cooperation, developed together with the National Institute of Public Administration (INAP) of Guatemala, focused on the design of a system of indicators for monitoring and evaluation of employment policies, identified as key component for achieving the action’s objectives. A work plan was developed for this purpose, with the support of six public officials from Spain, Portugal and Finland, as well as a specialist from Costa Rica. Key results of the cooperation included the mapping and diagnosis of key political, institutional, and social actors involved in inclusive employment policies; the development of an indicator system to monitor access to employment programmes for women and persons with disabilities; the creation of a practical Guide to support its implementation; and the design of a training course for trainers, which was attended by over 30 professionals. The cooperation has also actively integrated a gender perspective from the formulation phase and throughout the project.

The Cámara Agropecuaria del Oriente (CAO) is the leading umbrella organization representing the main agricultural producer associations in Santa Cruz, Bolivia, covering large, medium, and small producers across diverse agro-industrial value chains. As a key sectoral reference in Eastern Bolivia, the CAO combines technical and institutional expertise with a strong role in connecting cooperatives, universities, training centers, and international organizations. Through its Agricultural Training Center (CFA), the CAO provides specialized, relevant technical training aimed at improving productivity, sustainability, and employability for producers, rural workers, and young people interested in agriculture. With the support of experts from Spain and France mobilised by SOCIEUX+, the CAO is developing a sectoral competency certification model. This system strengthens skills in the agricultural workforce, provides micro-credentials, and establishes a legitimate, replicable framework for future integration with Bolivia’s national vocational training system.

Description
SOCIEUX's intended contribution through this action was to support the Ministry of Social Affairs (MoSA) in building the internal capacity needed to strategically lead the EU-funded project for the establishment of a Unified Registry for Social Protection (URSP Project) in Lebanon. To this end, experts from France and Spain mobilised by SOCIEUX+ accompanied the creation of the Programme Management Unit (PMU) in defining its mandate, its role in the URSP Project and the necessary material and human components of the PMU.
The National Employment System of Costa Rica as a tool for competitiveness and productivity, generation of human capital, social inclusion and employment promotion
This technical cooperation, developed with the Costa Rican Ministry of Labour and Social Security (MTSS), saw experts from France and Germany contribute their expertise and best practices in areas related to the labour market, public employment services, vocational training and other related topics. This cooperation took place within the framework of the International Forum on Public Employment Services and the National Employment System of Costa Rica on 23-24 May 2024.
Strengthening the organizational capacities of the Pension and Disability Insurance Fund to achieve the objectives of the Public Administration Reform Strategy
The action in collaboration with the Pension and Disability Fund of Montenegro aimed to improve the quality of service and transparency to the insured and beneficiaries in line with the Public Administration Reform Strategy. Experts from Bulgaria, Romania and France mobilised by SOCIEUX+ assessed organisational and functional capacities, as well as services and communication and together with the partner institution elaborated a Strategic Plan for the period of 2024-2027. Three missions in Podgorica focused on the development and modernization of the organization and work of the Fund for the realization of the objectives of the Public Administration Reform Strategy.
The ASEAN Institute for Health Development (AIHD) at Mahidol University focuses on educating leaders in health system management, enhancing the health workforce, and supporting innovative research. Key strategies include conducting research in primary health care, global health, and active aging, investing in education for future leaders, and providing long-term capacity building. AIHD also collaborates on the ILO's “Support to the extension of social health protection in Southeast Asia” project, enhancing social health protection capacities.
Since 1978, AIHD has offered a Master’s in Primary Healthcare Management, training about 800 health leaders globally. In collaboration with the ILO, AIHD added a Social Health Protection (SHP) component to this program in 2020, aiming to promote universal health coverage (UHC) by equipping professionals with expertise in SHP. This includes modules on strategic purchasing, health systems, health financing, and health economics. This is the second collaboration with the AIHD, which requested SOCIEUX+ support in mobilizing two public EU experts - from Croatia and France this time - to deliver lectures on health financing.
Enhancing capacity for public employment services activities: outreach to employers, speed dating, job fairs and supervision of private employment agencies.
This action built on previous technical support provided by the ILO Caribbean to the Ministry of Labour of Suriname, notably on building the capacities of staff to enhance the outreach to employers. The action delivered technical support in two steps. First, the actual integration of the Public Employment Service network into the policy framework targeting improved labour market intermediation was assessed by Belgian and Dutch experts. Then, experts from Belgium and France organized and delivered training to the staff of the Ministry of Labour and of local PES addressing the most prominent capacity and organizational needs (relating to outreach and communication with employers and job-seekers) as to improve the provision of support services tailored to employers’ needs.
