Description
SOCIEUX+ has been solicited by the Ministry of Health and Social Affairs of the Province of Kongo Central to formulate a feasibility study regarding the establishment of a compulsory or voluntary health insurance mechanism in the Province. To this end, SOCIEUX+ facilitated exchanges (on site and on-line) between the national partners (including mutualist organizations) and European experts in the field of health systems (financing, governance and health care delivery). Several experts from France delivered an inventory of the health system’s components in place in the province of Kongo Central, then a study on the financial feasibility of the health insurance system, and a prospective study on how such a health insurance system should be governed and organized.

Description
The East and Central Africa Social Security Association (ECASSA) brings together social security entities in the African subregion. The Association runs an Institute for Social Protection (EISP) to offer vocational training for professionals of the organizations in charge of social protection in ECASSA member countries. The experts from French institutions provided both academic and IT expertise to outline the main requirements and specifications for a new information management system on the Institute and developed a set of guidelines of for the implementation of IT solutions for the management of the IESP.
The Action aimed to support the regional government of Loreto to promote opportunities for decent green jobs. It focused on the potential of public-private mechanisms for the sustainable development of Loreto's forestry sector with the generation of green, formal and decent jobs for the local youth. The Regional Direction of Employment chose to join an existing Regional Forestry Roundtable. Experts from France, Germany and Spain mapped the value chains of the forestry sector, made an analysis of the needed professional skills to access quality green jobs. In that perspective, experts formulated a proposal for a pilot training programme for young people, that could act as a catalyst for creating employment opportunities in the regional forestry sector.
The Workers Compensation Fund (WCF) of Tanzania asked SOCIEUX+ to help looking into its own rehabilitation strategy, in the perspective of addressing gaps and plan improvements thanks to inspirational exchanges with EU peer experts. Experts from Germany (the German Association of Accident Insurance – DGUV) and Lithuania first overviewed the existing WCF’s rehabilitation strategies, then provided technical advice for its improvement; they particularly stressed the importance to conceive rehabilitation work in relation to the three distinct dimensions physical, social, and vocational rehabilitation, all important for allowing injured works to go back to active professional life.
Only one activity was carried out following a request from Mexico’s National System for Integral Family Development to elaborate and transfer to case managers and prosecutors a set of guidelines for tackling bullying and violence in schools. Experts from Portugal and Spain brought examples from their own systems to the attention of partners and produced a first draft of the guidelines, according to a psycho-social approach incorporated as a basic targeted social service as part of the school system.

Description
This action in collaboration with the National Employment Fund of Cameroon, aimed at improving services provided to job seekers, more specifically by assessing capacities of job counsellors on the topic of soft skills. Experts from France and Belgium focused on empowering job counselors in the appropriation of techniques and key skills of job counseling, with an emphasis on young job seekers. A large number of job counselors took part in the construction of training of trainers, involving staff from Yaoundé and Douala.
The action aimed at supporting the Directorate for the Promotion of Entrepreneurship and Employment (DPEE) of Benin and other agencies under supervision of the Ministry of Labour in improving its performance, managerial capacity and ability to deliver services in the field of entrepreneurship and employment promotion. French peer experts focused on analyzing specific needs and gaps and identified four axes for trainings, to be implemented through the following activities. Trainings targeted both the managerial and organizational capacities of decision-makers and technical agents within the Ministry, and capacity development at the 'operational' level of the various key actors in the promotion of entrepreneurship and employment services.
The Organization of persons with disabilities “Ravenstvo” (Equality) is committed to the improvement of the situation of persons with disabilities in Kyrgyz Republic, their autonomy and equal participation in all spheres including labour market. Supported by the Ministry of Labour and Social Protection, Ravenstvo worked together with the experts from Latvia, Lithuania, Finland and Portugal mobilised by SOCIEUX+ to develop a project of a university disability-friendly career center for students of secondary and higher education. A study visit to Finland provided Kyrgyz partners from the ministry, civil society and universities with practical understanding of how education and labour market integration works in the EU.

The partner institution (MEPS) has now available a roadmap for developing a consistent and modern social security strategy. This relates to three main dimensions of social security reforms that were undertaken by experts from France in the course of three distinct activities: strengthening the governance of the social security system; including in the system’s coverage new populations to be entitled with social security benefits, including new users with peculiar socio-economic characteristics; strengthening of skills available among staffs of social security institutions and organizations.
