    This action is part of a series of actions in partnership with the Ministry of Labour and Employment Promotion (MTPE) of Peru, in the area of labour and employment. In this circumstance, the MTPE aimed to set-up multi-sectoral public policies aimed to boost women’s employment. Experts from France and Spain presented key concepts on gender equality, including international declarations, resolutions and commitments for women’s rights, and looked into the legal national framework and policies. They presented good practices of EU member states, and worked out a basic toolkit that help to mainstream gender issues in employment policies and programs.

    This action is part of a series of actions in partnership with the Ministry of Labour and Employment Promotion (MTPE) of Peru, in the area of labour and employment. In this circumstance, the MTPE aimed to address the lack of reliable data needed to take informed decision on the labour market. Experts from France and Spain presented EU member states’ labour market information systems. They also helped the partner to review the indicator system for monitoring national employment policies. A significant part of the peers’ interaction was dedicated to the characterization of the Peruvian labor market. The discussions also dealt with informal labor indicators based on administrative records and surveys, underemployment indicators, gender and youth indicators, labor quality assessment, decent work. Lastly, attendants focused on statistical and econometric methods applied to small geographic areas, dealing notably with the use of Big Data and Machine Learning.

    Description
    The Ministry of Labour, Public Administration and Social Affairs of Benin wanted to address, with the support of SOCIEUX-mobilized public experts, the challenge of successfully promoting decent employment opportunities among the youth. The French experts mainly provided an assessment of the current policy framework for youth employment promotion, as well as specific recommendations, mostly aimed to operate a reorganization of the Fonds National d’Action Sociale (FNAS) and strengthen the capacity of its staff. FNAS finally adopted the co-constructed strategy and its staff became more familiar with monitoring and evaluation tools applied to initiatives aiming at youth’s employment promotion.

    Description
    French experts accompanied by regional experts from Cameroon and Madagascar assessed the Income-generating Activities (AGRs) programme of the Fonds Nationale d'Aide Sociale (FNAS) of Gabon, as well as the capacity building needs of its staff. Strategic and technical support was provided to the elaboration of the FNAS’ plan of action for 2021, followed by a strategic orientation to the definition of corporate long-term objectives. The third activity focused on the formulation of a Logical Framework mirroring the three axes of the strategic orientation, namely: Governance, strategic approach and framework of actions; Financial capacity and autonomy; Development of operational modalities and FNAS procedures for AGRs. A final training clarified ways for FNAS staff to play a role in implementing the objectives and expected results of the new Logical Framework.

    Description
    The Social Security Commission Development Fund (SSC-DF) is a Government-owned institution mandated to design and operate several social insurance schemes that cater for matters such as maternity leave, occupational injuries, extended sick leave, medical cover and retirement benefits. It also has a non-contributory branch which acts as a labour market institution to promote employability and stimulate employment creation. The SSC-DF aspires at becoming the leading agency for social security and insurance in Namibia. The original objectives of the action were to support the extension of the coverage of social protection to the informal economy, and to explore the feasibility of setting up a national internship and/or apprenticeship programme, helping to bridge the transition from school to work for recent graduates. Upon an assessment mission which reviewed and provided the SSC-DF with recommendations on how to address the existing political and institutional processes associated with the extension of social protection coverage to the identified target groups. The needs however to implement these recommendations were beyond sole short-term technical assistance as what SOCIEUX could provide alone.

    Description
    The Ministry of Labour, Employment and Social Security (MTEySS) of Argentina has requested SOCIEUX+ support for strengthening the dialogue with social partners on how to address socio-economic and labour-related vulnerability. Experts from France, Spain and Peru deployed training seminars on the occasion of the inauguration of the Latin American Training Centre for Unionized Workers and Employers Organizations. Participants belonged to social partners (unions and employers’ organizations), and decision-makers of the MTEySS. The training concerned three main topics: Methodologies and data collection system on informal sector workers for strategic decision-making; Social dialogue approaches responding to vulnerability; Transition towards formality.
