    Description
    The technical assistance was instrumental in letting emerge policy options for the financing of the health system in Saint Lucia in view of the introduction of a national health insurance (NHI). Experts from France, Germany and Italy accompanied emerging policy options on a concrete context analysis. A second outcome was an individual capacity development of key staff of the Ministry of Health and Wellness on policy design in relation to public health policies. The theoretical learning was linked to the current project of introduction of NHI, with experts helping to outline the distinct phases and steps that shall be accomplished for introducing NHI in Saint Lucia.

    Description
    The main outcome of this action in partnership with the Institute of Social Security of the State of Guanajuato (ISSEG) was the establishment of the National Platform of State Social Security Institutes, namely the Organización Nacional de Instituciones Estatales de Seguridad Social (ONIESS). Members agreed on a light legal basis and substantiated it by displaying a working process with clear objectives and a one-year action plan. The role of experts from France, Germany and Spain was, beside technical expertise, one of facilitators of the debate among the participating State institutes. They contributed to the work with technical inputs, work methodology, examples from relevant EU and personal experiences, their overall spirit and the motivation to achieve a common goal.

    Description
    The Instituto para la Economia Social (IPES) of Bogotá provides care and attention to informal street vendors. This action served the purpose of setting up tools for the design, the management and the follow-up of policies related to training, work and employment of informal street vendors. French experts first assessed IPES’ current programme in favor of street vendors, including orientation counselling, vocational training, training on merchandising. Recurrent problems were identified, and assessment results presented and discussed with the partner and its teams. A set of preliminaries recommendations was formulated. Specific attention was given to evaluate the actions aimed at promoting entrepreneurship among street vendors.

    Description
    Prosperidad Social of Colombia requested SOCIEUX+ assistance in view of improving the architecture and data management system of the Sub-Directorate-General for the Elimination of Poverty. Experts from France and Spain carried out an initial mapping of the data structure associated with the UNIDOS program, and the data exchange flows between this entity and the rest of functional units. They further prepared a preliminary data model, identifying and characterizing the data relevant to the Sub-Directorate-General based on its use and its origin. Recommendations for System requirements management and Project approval were developed.

    This action is part of a series of actions in partnership with the Ministry of Labour and Employment Promotion (MTPE) of Peru, in the area of labour and employment. In this circumstance, the action focused on ways to enhance competences and employability skills of the national workforce through vocational education and training (VET). French experts first carried out a functional and organizational analysis of the three sectorial committees created to establish occupational profiles in order to reinforce labour matching process. A training workshop then looked into mechanisms for promoting the participation of the productive sector in the definition of training and education policies. Overall, the action contributed to sensitize relevant partner’s teams to the challenges ahead in the implementation of a national qualifications’ framework and the need to reinforce basic and transversal competences through VET.

    The outcome of the action relates to the development of individual capacities of staff of the Ministry of Labour and Employment Promotion (MTPE) of Peru with regards to the conduct of bilateral negotiations for the establishment of social security conventions. It has regarded several dimensions of bilateral conventions, from the legal and technical spheres, up to the negotiations techniques and the follow-up of the implementation of the convention. In particular, the Partner wanted to get detailed information on social security systems in countries – such us Germany and Belgium – with which bilateral negotiations were ongoing. The Partner’s relevant staff has proactively interacted with experts, thus generating a peer-to-peer exchange of knowledge, and received detailed information and data on the two distinct social security systems.

    This action is part of a series of actions in partnership with the Ministry of Labour and Employment Promotion (MTPE) of Peru, in the area of labour and employment. In this circumstance, the MTPE aimed to foster the implementation of the teleworking modality and to increase the understanding of private companies and public entities about this modality. Different issues related to employment and working conditions for employees involved in teleworking were discussed as well as the views of the social partners and European government policies on this form of work. The current national legislation on this labor modality has been examined jointly with national experts from the Netherlands and Spain. Possible initiatives to support the implementation of the telework promotion plans have been discussed.

In this circumstance, the MTPE aimed to set-up multi-sectoral public policies aimed to boost women’s employment. Experts from France and Spain presented key concepts on gender equality, including international declarations, resolutions and commitments for women’s rights, and looked into the legal national framework and policies. They presented good practices of EU member states, and worked out a basic toolkit that help to mainstream gender issues in employment policies and programs.

    This action is part of a series of actions in partnership with the Ministry of Labour and Employment Promotion (MTPE) of Peru, in the area of labour and employment. In this circumstance, the MTPE aimed to formulate a sectoral plan to promote the ‘green economy’ and ‘green jobs’. Experts from Germany, Italy and the Netherlands shared technical inputs, key-concepts and European and regional good practices with civil officers from the MTPE, other relevant Ministries, and local governments and communities. The main outcome of the action was a better understanding by local partners of the economic, occupational, social and environmental potential of the green economy, including in terms of employment.
